Գործարար Ռուբեն Վարդանյանի՝ Արցախի պետնախարարի պաշտոնում նշանակվելու փաստը կատաղության նոպայի պատճառ է դարձել Ադրբեջանի նախագահ Իլհամ Ալիևի մոտ։ Ադրբեջանի նախագահը երեկ ընդունել է Արևելյան գործընկերության հարցերով Եվրամիության հատուկ բանագնաց Դիրկ Շյուբելի գլխավորած պատվիրակությանը և հայտարարել, թե Բաքուն պատրաստ է խոսել Ղարաբաղում ապրող հայերի հետ, բայց ոչ այնպիսի մարդկանց, ինչպես Մոսկվայի կողմից ուղարկված Ռուբեն Վարդանյանն է, որն, ըստ Ալիևի, ուղարկվել է շատ հստակ օրակարգով։

Ընդ որում, Ռուբեն Վարդանյանի դեմ իր ցասումը պատկերելու համար Ադրբեջանի նախագահը չի խորշել հիշեցնել իբր օֆշորային սկանդալում Ռուբեն Վարդանյանի ներգրավվածության մասին։ Ալիևը ընդգծել է, թե պատրաստ է խոսել Ղարաբաղում ապրող մարդկանց հետ և այդ գործընթացը արդեն սկսվել է։

«Եթե նոր նշված որոշ երկրներից, այսինքն դրսից միջամտություն չլիներ, և այդ գործընթացը կասեցնելու փորձեր չլինեին, ապա կարծում եմ, որ այդ գործընթացը կարող էր ավելի դինամիկ լինել»,- ասել է Իլհամ Ալիևը՝ միաժամանակ պնդելով, թե իրենք որևէ կերպ կողմ չեն լինելու խաղաղության պայմանագրում Լեռնային Ղարաբաղում ապրող հայերի իրավունքների մասին որևէ տառ անգամ գրելուն։ Արցախի պետնախարարի դեմ Ադրբեջանի բռնապետի այս հարձակումները վկայում են, որ Արցախը գնում է ճիշտ ուղղությամբ՝ իր նոր ՊԵՏ նախարարի գլխավորությամբ, և, թերևս առաջին անգամն է, որ Ադրբեջանի նախագահը այսպես անվանական է հիշատակում Արցախի պետնախարարի անունը։

Իրականում նա ինքն էլ անգիտակցաբար հաստատել է իր ունեցած լուրջ վախերը Արցախի նոր պետնախարարից և նրա ձեռնարկած քաղաքական և տնտեսական քայլերից, ուստի և ամեն ինչ փորձելու է անել սեպ խրելու ոչ միայն Հայաստանի և Արցախի իշխանությունների, այնպես էլ Արցախի որոշ քաղաքական շրջանակների և Ռուբեն Վարդանյանի միջև։

Ամեն դեպքում Ադրբեջանի նախագահի այս վախվորած հայտարարությունները վկայում են, որ Ռուբեն Վարդանյանին Արցախի պետնախարարի պաշտոնում նշանակելը ամենաճիշտ քայլն էր, որ իրականացվել է և առաջիկայում էլ նրան կհաջողվի լրջորեն բարդացնել Ադրբեջանի իշխանությունների կյանքը։ Ռուբեն Վարդանյանն արձագանքել է Իլհամ Ալիևին, նշել, թե լիովին համապատասխանում է Ալիևի առաջադրած բանակցողի չափանիշին՝ «ապրում է Ղարաբաղում և ցանկանում է ապրել այնտեղ»։

Արցախի պետնախարարն առաջարկել է անցնել ավելի կառուցողական տոնի, պարզաբանումներ ստանալ, թե որն է, ըստ Ալիևի, իր ունեցած «հստակ օրակարգը». «Ես բազմիցս եմ ընդգծել, որ ռուսաստանյան քաղաքացիությունից հրաժարվել եմ՝ խուսափելու համար մեղադրանքներից, թե կարող եմ Արցախում ուրիշի շահերը պաշտպանել՝ արցախցիների շահերից բացի»:

Ռուբեն Վարդանյանն ընդգծել է՝ երկու կողմերի առաջնորդները պետք է ստանձնեն ողջ պատասխանատվությունը, և որքան էլ դժվար լինի, նստեն բանակցությունների սեղանի շուրջ ու դադարեցնեն արյունահեղությունը, նաև հայտարարել, միջազգային միջնորդների շարքում, ի թիվս Ռուսաստանի և ԱՄՆ-ի, անպայման պետք է ընդգրկված լինի Ֆրանսիան:
