«Փաստ» օրաթերթը գրում է
Հոկտեմբերին կառավարությունը հավանություն է տվել մի նախագծի, որի ընդունման դեպքում միկրոձեռնարկատիրության հարկման համակարգում գործունեություն իրականացնող տնտեսվարողները զրկվելու են այսօր առկա արտոնություններից: «Աուդիտորների» պալատը մոտ մեկ ամիս առաջ է դիմել ՀՀ ֆինանսների նախարարություն և ՀՀ ԱԺ տնտեսական հարցերի մշտական հանձնաժողով՝ այդ օրենքի ընդունումը կանխելու ակնկալիքով։ «Աուդիտորների» պալատի նախագահ Նաիրի Սարգսյանը «Փաստի» հետ զրույցում նշել է, որ սա հերթական չարիք հանդիսացող ու վտանգավոր նախաձեռությունն է, որը պարզապես կարող է «սղոցով կտրել» միկրոձեռնարկատիրության ճյուղը:
«Միկրոձեռնարկատիրության հարկման համակարգում մինչև 24 մլն դրամ շրջանառություն ունեցող կազմակերպությունները՝ ծառայություն մատուցողները, առևտրով զբաղվողները, արտադրությունները, իրավունք ունեն աշխատելու այդ համակարգում և հարկեր չվճարել: Այդ նախաձեռնությունը, մեծ հաշվով, վերաբերում է հետևյալին. կազմակերպությունները, որոնք պետք է զբաղվեն մեծածախ գործունեությամբ, իրավունք չունեն լինել միկրոձեռնարկատիրության համակարգում»,-մեզ հետ զրույցում ասաց Ն. Սարգսյանը: Նա օրինակ բերեց՝ նշելով սահմանամերձ գյուղական բնակավայրերում առկա օղու, գինու և տարբեր նման արտադրությունների մասին, որոնք արդեն իսկ մրցունակ չեն, քանի որ կա ճանապարհի խնդիր, ինչն առանց այդ էլ ազդում է գնային քաղաքականության վրա. «Այս նախագծի ընդունման դեպքում, երբ մի հատ էլ Երևանի որևէ սուպերմարկետի առաջարկ ներկայացնեն ու ասեն՝ փաստաթղթով ձեզ վաճառում ենք, բայց այդ փաստաթուղթը ծախսաճանաչման ենթակա չէ, իրենցից հաստատ ապրանք ձեռք չեն բերելու:
Հետևանքը լինելու է այն, որ որևէ մեկն այլևս նման արտադրությունով չի կարող զբաղվել: Ուզում են ընդունել այնպիսի օրենք, որը սկսնակ, փոքր տնային տնտեսությունների ճյուղը «սղոցով կկտրի», գործող արտադրությունները կփակվեն, նորերն էլ չեն ստեղծվի: Ստացվում է՝ ՀՀ-ում ստեղծվող արտադրություններն արգելում են, որ մարդիկ նախընտրեն այդ նույն արտադրանքը Թուրքիայից ներկրել: Կարծում եմ՝ Թուրքիայից ներկրումների համար պարարտ հող է նախապատրաստվում»: Սարգսյանը հայտնեց, որ վերոնշյալ գերատեսչությունից ու հանձնաժողովից արձագանք դեռ չկա:
