Վարչապետ Նիկոլ Փաշինյանի նախկին գլխավոր խորհրդական Արսեն Գասպարյանը ոչ արդունավետ է համարում խաղաղության դարաշրջանի շուրջ Ադրբեջանի հետ բանակցությունները:
«Ես չեմ տեսնում, որ բանակցային գործընթացն արդյունավետ է, բացատրեմ, թե ինչու․ որովհետև Հայաստանի և Ադրբեջանի արտգործնախարարները, ղեկավարները, մեկնում են Սոչի՝ հայտարարությունն են ընդունում, մեկնում են Բրյուսել՝ հայտարարություն են ընդունում, մենկում են Վաշինգտոն, և այլն, բայց հաշվի առնելով այսօրվա աշխահաքաղաքական վիճակն ու այս կենտրոնների հակասությունները՝ պայմանավորված ռուս– ուկրաինական պատերազմով, չի կարող այդ գործընթացն արդյունավետ լինել։ Ես հասկանում եմ, որ գուցե կողմերը մեկնում են, որ այդ կենտրոնների առաջարկները լսեն, և ամենաշահավետը կորզեն, բայց ես կարծում եմ, որ այս գործընթացը չի կարող արդյունավետ լինել։ Այն ժամանակ, երբ կար ԵԱՀԿ Մինսկի խումբը, շատ խոչընդոտներ կային, բայց այն ժամանակ համանախագահողները միասին էին հանդես գալիս հայտարարությամբ, հիմա այս աշխարհաքաղաքական վիճակում, ես չեմ կարծում, որ բանակցությունները կարող են արդյունավետ լինել։ Մյուս կողմից էլ, երբ տեսնում եմ, թե կողմերը ոնց են մեկնում այս կամ այն կենտրոն, որևէ դրական բան չեմ տեսնում, խաղաղության օրակարգն էլ չի կարող որևէ դրական արդյունք տալ, հաշվի առնելով այն ամենը, ինչ ես ասացի»,–ասաց Գասպարյանը։
Ինչ վերաբերում է Ռուսաստանի հետ հարաբերություններին, ապա Արսեն Գասպարյանն ասաց, որ Հայաստանն ու Ռուսաստանը գործընկերներ չեն․ «Հայաստանի ղեկավարությունը Ռուսաստանի գործընկերը չէ, այլ՝ հաճախորդը:Միջազգային հարաբերություններում տարբերություն կա գործընկերոջ ու հաճախորդի միջև։ Երբ մեկ փոքր պետություն դառնում է մեկ այլ պետության հաճախորդը, այդ հարաբերությունների մեջ գոյություն ունի հիերարխիա ու մեծ պետության որոշ շահեր կարող է սպասարկել: Դժբախտաբար, այսօր Հայաստանի ղեկավարությունը Կրեմլի գործընկերը չէ, այլ՝ հաճախորդը, կարծում եմ՝ սա լուրջ խնդիր է հայ-ռուսական հարաբերություններում», - նշեց Գասպարյանը:
