«Փաստ» օրաթերթը գրում է
Գործող իշխանություններն ամենօրյա ռեժիմով շեշտում են, թե իրենք հասել են տնտեսական ակտիվության ցուցանիշի՝ մոտ 14 տոկոսի: Ավելին, ըստ փորձագետների, 2023-ի բյուջեն պլանավորում են այս տարվա «դրական միտումների» հիման վրա: Տնտեսագետ Կարեն Ադոնցը, սակայն, նշում է, որ մեզ մոտ բնական և արհեստական տնտեսական աճ կա: «Բնական աճը պայմանավորված է մեր տնտեսության կառուցվածքով, շուկաների ընդհանուր զարգացմամբ:
Այդ բնական աճը կազմում է մոտ 2-3 տոկոս, որի մեջ նաև գյուղատնտեսության վերամշակված արտադրանքի արտահանումն է, որի պահանջարկն աշխարհում աճում է: Բնական աճի մեջ կա նաև ծառայությունների ոլորտի զարգացման, շինարարության ակտիվության գործոնը: Իսկ երբ պարտք ենք վերցնում, մտցնում շրջանառության մեջ, ինչ-ինչ հանգամանքներով պայմանավորված ունենում ենք մարդկային հոսքեր ու ստանում ենք տնտեսական աճ, դա արդեն արհեստական, իրավիճակային տնտեսական ակտիվություն է, որը որևէ առնչություն չունի բնական աճի հետ»,-«Փաստի» հետ զրույցում ասաց տնտեսագետը:
Նրա կարծիքով, այդ բնական՝ 2-3 տոկոս ՏԱՑ-ն ավելացնելու համար պետք է նոր ոլորտներ զարգացնել, փոխել տնտեսության կառուցվածքը, այն համալրել նոր ոլորտներով, որպեսզի նոր ոլորտներն այդ աճը շարունակական դարձնեն. «Միայն այդ դեպքում կարող է բնական 2-3 տոկոս աճը ավելանալ, իսկ այն, ինչ արհեստական է, կարող է անկում ապրել: Այս փուլում ևս իրավիճակով, պահանջարկով պայմանավորված աճ ունենք, որն անխուսափելիորեն դանդաղելու է, եթե այդ իրավիճակային գործոնները խաղից դուրս գան: 14 տոկոսն արհեստական, ուռճացված աճ է, հիմքում որևէ փոփոխություն, որևէ նոր ոլորտի զարգացման նախադրյալ չի ստեղծվում:
Մենք տնտեսական բում չունենք, ինչից կարելի լինի ոգևորվել: Հետագայում տնտեսական աճ ունենալու, բյուջեն իրատեսական միտումների վրա պլանավորելու համար պարտավոր ենք փոխել ու համալրել տնտեսության կառուցվածքը, բայց այդ ուղղությամբ ոչինչ չի իրականացվում»:
