Քաղաքային բնակչությունը գերազանցում է գյուղին. Արդիականացման հրամայականը՝ ըստ Չալաբյանի
ANALYSIS
Այս տարվա հոկտեմբերի 1-ի դրությամբ Հայաստանի մշտական բնակչության թիվը կազմել է 2 միլիոն 970 հազար։ Վիճակագրական կոմիտեի տվյալներով քաղաքային բնակչության թիվը կազմում է 1 միլիոն 895 հազար, իսկ գյուղական բնակչության թիվը՝ 1 միլիոն 75 հազար։
Ավելին, միայն Երևանում առկա մշտական բնակչության թիվը ավելին է, քան ամբողջ գյուղական բնակչության թիվը՝ 1 միլիոն 96 հազար։ Այս հանգամանքը վկայում է, որ Հայաստանը տարիներ շարունակ վերածվել է ահռելի գլխով փոքրամարմին մի էակի, որը նման պայմաններում կորցնում է զարգանալու և ավելի հզորանալու հնարավորությունը։
«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ Ավետիք Չալաբյանը դեռևս ամիսներ առաջ բանտից գրած իր հոդվածներում արձանագրել էր քաղաքային բնակչության թվի մեծացման վտանգները, փաստել, թե Հայաստանում արդիականացման համար կարևորագույն խնդիր է լինելու բնակչության առկա տարածքային բաշխումը փոխելը։
Նշելով, որ Հայաստանի բնակչության 30 տոկոսն ապրում է գյուղերում, իսկ 20 տոկոսը քաղաքային կարգավիճակ ունեցող ավաններում, որոնք ընդամենը մեծ գյուղեր են, Ավետիք Չալաբյանը փաստել էր, որ բնակչության այսպիսի կառուցվածքը ձևավորվել է պատմականորեն, նաև անկախության շրջանում տեղի ունեցած դեինդուստրիալիզացիայի արդյունքում, բայց 21–րդ դարում ակնհայտորեն օպտիմալ չէ։ Իրավիճակը բարդացնում է այն, որ գյուղական բնակավայրերի զգալի մասը փոքր են և չունեն բավարար մասշտաբ՝ նվազագույն սոցիալական կառուցվածք ապահովելու։
Ավետիք Չալաբյանը ընդգծում է, որքան էլ դժվար հնարավոր ելքը Հայաստանում բնակչության համար կենտրոնացումն է, ավելի փոքր թվով, բայց խոշոր բարեկարգ և բարեկեցիկ բնակավայրերում, որտեղ առկա է ժամանակակից կյանքի համար սոցիալական ենթակառուցվածքը, տեղում կամ որակյալ կրթական հնարավորություններ, իսկ աշխատուժի համակենտրոնացումը և ենթակառուցվածքի առկայությունը ավելի դրանք գրավիչ են դարձնում ներդրումների համար։
Իսկապես, բարդ է մեղադրել գյուղացուն, որ փորձում է լքել նվազագույն կենսապահովման միջոցների զուրկ իր գյուղը, տեղափոխվում քաղաքներ, կամ էլ , ինչն ավելի վատ է, հեռանում արտերկիր՝ դրսում աշխատելու և ընտանիքը պահելու։ Հայաստանի իշխանությունները տասնամյակներ ոչինչ չեն ձեռնարկել այս վտանգը կանխելու համար։
Իսկ այսօր, երբ մեր երկրի առջև կանգնած մարտահրավերները չափազանց մեծ են, գործող իշխանությունները պարտավոր են լրջագույն միջոցներ ձեռնարկել գյուղական բնակչության թվի նվազումը կանխելու և բոլոր քաղաքացիների համար հնարավորինս հավասար զարգացման հնարավորություններ ստեղծելու համար։
