Աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել ՀՀ կառավարության 2014 թ․ ապրիլի 23-ի N 460-Ն որոշման մեջ փոփոխություններ կատարելու մասին ՀՀ կառավարության որոշման նախագիծը, որով կարգավորվում է նախկին ԽՍՀՄ Խնայ­բան­կի ՀԽՍՀ հան­րա­պետա­կան բան­կում մինչև 1993 թվականի հունիսի 10-ը ներդրված դրամական ավանդների դիմաց փոխհատուցման տրամադրումը նաև մինչև 1940 թվականի հունիսի 30-ը ներառյալ ծնված անձանց:

Iravaban.net-ը հայտնում է, որ նախագծի հիմնավորման համաձայն «Հայաստանի Հանրապետության 2023 թվականի պետական բյուջեի մասին» օրենքի նախագծի 7-րդ հոդվածով նախատեսվել է, որ 2023 թվականին շարունակվում է «ՎՏԲ-Հայաստան Բանկ» ՓԲԸ-ում ավանդատու հանդիսացող քաղաքացիների՝ նախկին ԽՍՀՄ Խնայ­բան­կի ՀԽՍՀ հան­րա­պե­տա­կան բան­կում մինչև 1993 թվականի հունիսի 10-ը ներդրված դրամական ավանդների դիմաց փոխհատուցման տրամադրումը մինչև 1940 թվականի հունիսի 30-ը ներառյալ ծնված կամ ՀՀ պաշտպանության մարտական գործողությունների մաս­­նա­կից կամ մարտական գործողությունների հետևանքով չօգտագործվող և հակառակորդի կողմից հողատարածքների գնդակոծման դեպքեր ունեցող` ՀՀ սահմանամերձ հա­մայնք­ներում 2014 թվականի օգոստոսի 1-ի դրությամբ հաշվառված անձանց, ինչպես նաև Կա­ռա­վա­րու­թյան սահմանած այլ սոցիալական խմբերին` Կառավարության սահմանած կարգով:

Ներկայումս ավանդների փոխհատուցման վճարման հետ կապված հարաբերությունները համապատասխանում են «Հայաստանի Հանրապետության 2022 թվականի պետական բյուջեի մասին» օրենքի 7-րդ հոդվածով սահմանված պահանջներին, ըստ որի՝ 2022  թվականին շարունակվում է նախկին ԽՍՀՄ Խնայբանկի ՀԽՍՀ հան­րա­պե­տա­կան բան­կում մինչև 1993 թվականի հունիսի 10-ը ներդրված դրամական ավանդների դիմաց փոխհատուցման տրամադրումը մինչև 1939 թվականի դեկտեմբերի 31-ը ներառյալ ծնված կամ Հա­յաս­տանի Հան­րա­պե­տության պաշտպանության մարտական գործողությունների մաս­­նա­կից կամ մարտական գործողությունների հետևանքով չօգտագործվող և հակառակորդի կողմից հողատարածք­ների գնդակոծման դեպքեր ունեցող` Հայաստանի Հանրապետության սահմանա­մերձ հա­մայնք­ներում 2014 թվականի օգոստոսի 1-ի դրությամբ հաշվառված ան­ձանց, ինչպես նաև Կառավարության սահմանած այլ սոցիալական խմբերին` Կառա­վա­րու­թ­յան սահմանած կարգով:
