Ադրբեջանում արժեզրկման երրորդ ալիքին են սպասում

Ադրբեջանի Կենտրոնական բանկի «2016-ին դրամական եւ ֆինանսական կայունության քաղաքականության հիմնական ուղղությունների մասին» հայտարարության մեջ ասված է, որ տարադրամային պահուստը կրճատվել է մինչեւ 5 մլրդ դոլար:
Haqqin.az-ի հաղորդագրության համաձայն, 2015-ի դեկտեմբերին ռազմավարական տարադրամային պահուստը կրճատվել է 1 մլրդ 245 մլն դոլարով, որովհետեւ դեռեւս 2015-ի նոյեմբերին Կենտրոնական բանկում տարադրամի պահուստը կազմում էր 6 մլրդ 245,6 մլն դոլար:
Կենտրոնական բանկի հայտարարության մեջ ասված է, որ նախորդ տարվա ընթացքում Կենտրոնական բանկի կողմից տարադրամի վաճառքը գերազանցել է 8 մլրդ դոլարը: Կենտրոնական բանկը տարադրամի նման լայնածավալ վաճառքի օգուտը տեսնում է նրանում, որ «նավթի բարձր գների ընթացքում կուտակված տարադրամային պահուստները վերադառնում են տնտեսություն», որովհետեւ դրա արդյունքում փոխվում է տնտեսական սուբյեկտների հաշվեկշիռների տարադրամային կառուցվածքը:
Անցյալ դեկտեմբերին դոլարային աժիոտաժը բավականին ուժեղ էր, եւ բանկերի տարադրամային պահանջմունքները բավարարելու համար Կենտրոնական բանկը ծախսել է տարադրամի պահուստի զգալի մասը: Դա դարձել է 2015-ի դեկտեմբերի 21-ին մանաթի կարգավորվող լողացող փոխարժեքի անցնելու պատճառներից մեկը: Կենտրոնական բանկի ռազմավարական տարադրամային պահուստների ծավալները կրիտիկական նիշի են հասել: Ադրբեջանի Կենտրոնական բանկը չէր կարող շարունակել մանաթի կայունության պահպանման քաղաքականությունը:
2015-ի սկզբից ի վեր դիտարկվող միտումը, երբ Կենտրոնական բանկը ամեն ամիս միջինը 800 մլն դոլար էր ծախսում մանաթի պահպանման վրա (բացառությամբ 2015-ի մայիս եւ հունիս ամիսների), վկայում է, որ Կենտրոնական բանկն այլեւս չէր կարող պահել մանաթի փոխարժեքը: Դեկտեմբերին նավթի գների անկումը, երբ մեկ բարելի գինը 40 դոլարի նիշից ցած իջավ, ավելի նվազեցրեց բնակչության, առեւտրական սուբյեկտների եւ ներդրողների վստահությունը մանաթի նկատմամբ:
Երկրորդ արժեզրկման ժամանակաշրջանում Կենտրոնական բանկը ստիպված էր ամեն շաբաթ հարյուր միլիոնավոր դոլարներ ծախսել, սակայն դա սպասված արդյունքը չտվեց եւ դոլարի շուրջ աժիոտաժը շարունակվեց: Դրա հետեւանքով Կենտրոնական բանկը, ամսվա վերջին չսպասելով, հայտարարեց մանաթի կարգավորվող լողացող փոխարժեքի անցնելու մասին:
