ՀՀ պաշտպանության նախարարության «Պատիվ ունեմ» ծրագրի 2022թ. շրջանավարտների երեկվա ավարտական միջոցառմանը զուգահեռ ցավալի իրականություն ունենք:
Ազգային ժողովում կազմակերպել էի հանդիպում 44-օրյա պատերազմում զոհված զինծառայողների ծնողների հետ։ Տղաները եղել են ՀՀ ՊՆ «Ես եմ» ծրագրի մասնակիցներ և մինչ ծրագրով նախատեսված ժամկետի ավարտը զոհվել են հայրենիքի համար մղված պայքարում։ Սակայն ՊՆ-ը չի տրամադրել ծրագրով նախատեսվող պատվովճարը. օրենքում բացակայում է համապատասխան կարգավորումը։
Կառավարության հետ գրագրության արդյունքում հասա նրան, որ ՊՆ-ի կողմից ՀՀ արդարադատության նախարարության քննարկմանը ներկայացվեց նախագիծ, որի անցումային դրույթները սահմանող 10-րդ հոդվածի 3-րդ մասում նախատեսվել է, որ մինչև սույն օրենքի ուժի մեջ մտնելը «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի 63-րդ հոդվածի 4-րդ մասի համաձայն սահմանված պատվովճարը հաշվարկվում է նաև մինչև սույն օրենքի ուժի մեջ մտնելը ՀՀ ՊՆ-ի կողմից նշված վայրում և պայմաններում շարքային կազմի պարտադիր զինվորական ծառայություն անցնելու պայմանագիր կնքած և ծառայության ընթացքում զոհված (մահացած) կամ դատական կարգով անհայտ բացակայող կամ մահացած ճանաչված զինծառայողի ընտանիքի անդամներին, որոնք պատվովճարի գումարը տնօրինում են իրենց հայեցողությամբ՝ առանց ՀՀ Կառավարության սահմանած ուղղությունների:
Օրենքի նախագծի վերաբերյալ ՀՀ արդարադատության նախարարության պետական փորձագիտական եզրակացությունը ստացվելուց հետո օրենքի նախագիծը պետք է ներկայացվեր ՀՀ վարչապետի աշխատակազմ:
Ընդունելով մեր տղաների ծնողների արդարացի պահանջը՝ ՀՀ Կառավարությունից պահանջում եմ առաջնահերթ կերպով անդրադառնալ բարձրացված հրատապ խնդրին:
44-օրյա պատերազմից անցել է 2 տարի, իսկ համապատասխան լուծում պահանջող այս հարցը ևս Նիկոլ Փաշինյանի իշխանությունը դեռ չի լուծել։
Հետևողական եմ լինելու այս հարցում։ Պատերազմում զոհված տղաներին վերաբերելի բոլոր հարցերը առաջնահերթ են։ Եվս մեկ անգամ պահանջում եմ հրատապ քայլեր՝ օր առաջ հասնելու անհրաժեշտ լուծմանը։
