New York Times թերթն առաջին անգամ, հղում անելով իր աղբյուրներին, գրում է, որ ռուս գեներալների շրջանում խոսակցություններ են եղել Ուկրաինայի դեմ միջուկային զենք կիրառելու մասին։ Այդ քննարկումները չեն հասցվել նախագահ Վլադիմիր Պուտինի մակարդակին, նշում է թերթը։
ԱՄՆ վարչակազմի մի շարք աղբյուրների համաձայն՝ ռուս բարձրաստիճան զինվորականները քննարկել են, թե երբ և ինչպես կարող է Մոսկվան օգտագործել մարտավարական (համեմատաբար ցածր արտադրողականության) միջուկային զենք Ուկրաինայում: Այս մասին ԱՄՆ կառավարությունը տեղեկացել է հոկտեմբերի կեսերին, իսկ քննարկումները, ըստ հրապարակման, տեղի են ունեցել «վերջերս»։

Հրատարակությունը նշում է, որ հենց նման քննարկումների փաստը ցույց է տալիս, թե որքան հիասթափված են ռուս գեներալները ցամաքային գործողության արդյունքներից, և որ Վլադիմիր Պուտինի՝ միջուկային զենք օգտագործելու սպառնալիքները կարող են միայն խոսքեր չլինել։
Միևնույն ժամանակ, NYT-ի ամերիկացի բարձրաստիճան զրուցակիցներն ասել են, որ իրենք չեն տեսել ապացույցներ այն մասին, որ Ռուսաստանը միջուկային զենք է տեղափոխում կամ այլ քայլեր է ձեռնարկում հարվածի նախապատրաստման համար:
