Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն ասել է, որ ինքը վաղուց է առաջարկել Բաքվի և Երևանի միջև հակամարտության խաղաղ կարգավորման տարբերակները, սակայն Հայաստանը չի համաձայնել, իսկ Ադրբեջանի նախագահին քշել են անկյուն, ու նա այլ լուծում չուներ, քան ուժ կիրառելը։

«Ժամանակին, երբ, իմ կարծիքով, մենք հերթական անգամ նախագահում էինք ՀԱՊԿ-ում, ես այդ հարցով զբաղվեցի։ Ես գնացի Իլհամի մոտ (Ադրբեջանի նախագահ Իլհամ Ալիև) և ընկերական զրույց ունեցա նրա հետ»,- ասել է Լուկաշենկոն Մինսկում ՀԱՊԿ գլխավոր քարտուղար Ստանիսլավ Զասի հետ հանդիպմանը։ Նրա խոսքերը երեքշաբթի օրը մեջբերում է Բելառուսի նախագահի մամուլի ծառայությունը։

«Եվ ես նրան այսպիսի հարց տվեցի կատակով. «Իլհամ Հեյդարովիչ, լավ, եթե համաձայն ես, դու պետք է օգնես Հայաստանին»: Իսկ խոսքը գնում էր հինգուկես կամ վեց շրջանների մասին՝ ադրբեջանական շրջանների, որոնք, ինչպես իրենք էին հայտարարել, գրավել էին հայերը։ Հայերը խոստովանել են՝ «սա մեր հողը չէ, սա ադրբեջանական է»՝ բացի Ղարաբաղից։ Եվ երբ ես առաջարկեցի, այդ տարածքները վերադարձնեին, պատերազմ չէր լինի։ Իլհամը այս պատերազմը սկսելու մոտիվացիա չէր ունենա, հանգիստ ռեժիմով կորոշեին։ Բայց դրա հետ մեկտեղ՝ ոչ Սերժ Սարգսյանը, ոչ էլ հետագայում Նիկոլ Փաշինյանը չհամաձայնեցին։ Ես երկու անգամ բարձրացրել եմ այդ հարցը»,- ասել է Լուկաշենկոն՝ խոսելով խաղաղ կարգավորման իր առաջարկների մասին։
