ՀՀ վարչապետ Նիկոլ Փաշինյանը «Քաղաքացիական պայմանագիր» կուսակցության համաժողովում ունեցած ելույթում անդրադարձել է Սոչիում ՌԴ նախագահ Վլադիմիր Պուտինի նախաձեռությամբ կայանալիք եռակողմ հանդիպմանը։

«Ես պատրաստ եմ Սոչիում ստորագրել փաստաթուղթ և ընդունել, որ ռուս խաղաղապահների ներկայությունը ԼՂ-ում անվերապահորեն երկարացվի 10-15-20 տարով»։ Փաշինյանը, նաև առաջարկել է, որ ՌԴ նախագահն ինքը հանդես գա նման առաջարկով, կամ եթե ինքը նման առաջարկ անի, ՌԴ–ն պաշտպանի այդ առաջարկը․ «Բայց ես դա չեմ կարող որոշել ՌԴ փոխարեն, որ խաղաղապահները մնան այնտեղ անորոշ ժամկետով»։

Փաշինյանը նաև հարց է հնչեցրել, թե մյուս կողմից պետք է իմանան, թե ինչ են անում ռուս խաղաղապահները ԼՂ–ում։ Այս համատեքստում նա անդրադարձել է Փառուխի դեպքերին, շեշտելով․ «Փառուխի դեպքերը չենք մոռացել: Բարձր մակարդակով եղել է պայմանավորվածություն, որ ադրբեջանցիները պետք է դուրս գան ռուս խաղաղապահների պատասխանատվության գոռուց: Այդ խոստումն ու հանձնառությունը մինչև այժմ չի կատարվել»:

Խոսելով Հայաստանի ինքնիշխանության մասին՝ Նիկոլ Փաշինյանը նշեց, որ պետք է արձանագրել․

«Ինչպես մեր կուսակցության հիմնադիր փաստաթղթերում, այսօր էլ ՀՀ ինքնիշխանությունը, անկախությունը, սուվերենությունը մեզ համար բարձրագույն նպատակն է և մենք այսօր բարձր և հստակ պիտի հայտարարենք ու արձանագրենք, որ որևէ պարագայում մեր պետականությունը, մեր ինքնիշխանությունը, մեր սուվերենությունն ու անկախությունը որևէ մեկին չենք զիջի և մենք կուսակցություն ենք, որը պիտի տեր կանգնի, անկախությանը, ինքնիշխանությանը, պետականությանը»։

Նա նշեց, որ Հայաստանի պետականությունը նոր տեսության կարիք ունի, քանի որ 30 տարվա բզկտված, դարակում դրված տեսությունը, այն պայմաններում, երբ պետությունը հիմնադրած կամ պետությունն իշխող ուժերն են այդ տեսության դեմ պայքարել, այդ տեսությունն այլևս չի կարող գոյություն ունենալ։
