Առաջարկվում է ընդլայնել ակցիզային հարկով հարկման ենթակա ապրանքների շրջանակը և դրանում ընդգրկել նոր տեխնոլոգիական լուծմամբ գործարկվող ծխախոտի արտադրանքը, որը շահագործվում է նիկոտին պարունակող կամ այլ հավելումներ պարունակող հեղուկներով: Նախագիծը ԱԺ քննարկմանը ներկայացրեց ՀՀ ֆինանսների նախարարի տեղակալ Արման Պողոսյանը:
Այս ապրանքատեսակի հարկումը, ըստ Պողոսյանի, հիմնավորվում է միջազգային փորձով:
«Փորձագիտական գնահատումներով՝ այն նույնպես վնասակար է առողջությանը, նաև մոտիկ փոխարինիչ է ծխախոտի արտադրանքին: Եթե ծխախոտի մի տեսակը հարկվում է ակցիզային հարկով, մյուսը՝ ոչ, այստեղ առաջանում են պետական բյուջեի հարկային եկամուտների կորուստներ ունենալու ռիսկեր, նաև՝ անհավասար իրադրություն»,- ասաց Պողոսյանը:
Նախագծով առաջարկվում է նաև համադրելի ապրանքների համար ունենալ նույնանման դրույքաչափեր:
«Մասնավորապես, խոսքը սիդրի մասին է: Գործարար շրջանակներից առաջարկվում է սիդրի համար նախատեսված ակցիզային հարկի դրույքաչափը 270 դրամից նվազեցնել և հավասարեցնել պտղային և հատապտղային գինիների համար նախատեսված 150 դրամ դրույքաչափին»,- ասաց Պողոսյանը:
