Այսօր՝ հոկտեմբերի 20-ին, մեկնարկեց «Արարատյան Ալյանս» մտքի կենտրոնի համաժողով-քննարկումները, որոնք միտված են Հայաստանի և Արցախի զարգացման ազգային օրակարգի ձևավորմանը։
«Ինչ իրավիճակ մենք ունեինք 2020 թվականի նորյեմբերի 10-ի հայտարարության ստորագրումից հետո։ Առաջին՝ փաստացի տեղի ունեցավ ԱՄՆ-ի և ֆրանսիայի դուրսմղումը թե բանակցային գործընթացի, թե հակամարտության գործընթացից։ Հասկանալի էր, որ նրանք երկուսն էլ մասնակից չէին ոչ նոյեմբերի 10-ի հայտարարության մշակմանը, ոչ էլ ընտրման աշխատանքներին և ձևավորվեց ընկալում, որ Հայաստան-Ադրբեջան հարաբերությունները երկար ժամանակ կհայտնվեն Ռուսական մենաշնորհի ներքո»,- այս մասին այսօրվա քննարմանն ասաց քաղաքագետ Բենիամին Պողոսյանը։ Ըստ քաղաքագետի փաստացի, մենք հայտվում ենք մի իրավիճակում, երբ Արցախը դառնում է Մերձդնեստր կամ երկրորդ Հարավային Օսիա։
«Վերջին 7 ամիսների ընթացքում Ռուսաստանի ուշադրությունը և ռեսուսների մեծամասնությունն ուղղված է Ուկրաինային, ինչն ավտոմատ նշանակում է այդ տարածաշրջանում ռուսական ներկայության հարաբերական նվազում, այդ թվում Հարավային Կովկասում։ Փաստացի, Ռուսաստանը պատերազմում է մոտ 50 պետության դեմ, ինչը պահանջում է ռեսուրսների գերլարում և այդ պայքարի ավարտը ոչ ոք չի կարող երաշխավորել։ Մեր տարածաշրջանում, Թուրքիայի և Ադրբեջանի մոտ սկսեց ձևավորվել ընկալում , որ փաստորեն, եթե Ռուսական զորքերն էլ այդքան ուժեղ չեն, ապա հարավային Կովկասում կարող են իրենք ակտիվ լինել։ Հիմա, արդեն Միացյալ նախանգների խնդիրն է ակտիվորեն հետ վերադառնալ մեր տարածաշրջան և դա դիտարկում է ընդհանրապես բոլոր ուղիներով Ռուսաստանի թուլացման , Ռուսաստանի դեմ տոտալ պատերազմի համատեքստում։ Դրանով պայմանավորված ինտենսիվ ակտիվացել են Արևմտյան կոմպոնենտը Հայաստան-Ադրբեջան հարաբերություններում, որի սկզբում դրոշակակիր դարձավ ԵՄ-ն»,- հավելեց քաղաքագետ Պողոսյանը։
Նրա դիտարկմամբ՝ լայնածավալ նոր պատերազմն ավարտվելու է ոչ ի օգուտ Հայաստանի։
«Ադրբեջանը եռակողմ հայտարարությամբ չի բավարարվելու և պետք է պայմանագիր, որը վավերացվելու է խորհրդարաններում, կարժանանա սահմանադրական դատարանների հավանությանը և կլինի միջազգային իրավունքի տեսակետից անթերի փաստաթուղթ, որը հետագայում վիճարկելը կլինի բավականին բարդ։ Ուստի, Ադրբեջանն ինտենսիվ օգտագործում է իր զինված մահակը ստիպելով հնարավորինս արագ պայմանագիր ստորագրել և իմ գնահատմամբ սեպտեմբերի 13-14-ի էսկալացիան հերթական մահակով հարվածն էր»,- ավելացրեց քաղաքագետը։
