«Փաստ» օրաթերթը գրում է
Պետական եկամուտների կոմիտեն հրապարակել է առաջին 1000 խոշոր հարկ վճարողների կողմից 2022 թ. հունվար-սեպտեմբեր ամիսների ընթացքում վճարված հարկերի մեծությունների ցանկը, որն ինքնին բավականին ուշագրավ է եզրահանգումների և տնտեսագիտական ուսումնասիրությունների առումով: Գոնե 2022 թվականի ընթացքում 1000 խոշոր հարկ վճարողների ցանկերից (առաջին եռամսյակի, կիսամյակի, 9 ամսվա տվյալներ) տպավորություն է, որ, ըստ մասնագետների, բավականին ճգնաժամային վիճակում գտնվող տնտեսության հույսը ընդամենը 2-3 խոշոր կազմակերպություններ են, և առաջին հերթին՝ Զանգեզուրի խղնձամոլիբդենային կոմբինատը:
Բանն այն է, որ այս տարվա 9 ամսվա ընթացքում պետական բյուջե ընդհանուր առմամբ վճարվել է 1 տրիլիոն 82 միլիարդ դրամ: Այդ գումարից 129,2 միլիարդ դրամը (1000 խոշոր հարկատուների միասին վճարած հարկերի մոտ 12 տոկոսը) վճարել է «Զանգեզուրի պղնձամոլիբդենային կոմբինատը», որն էլ շարունակում է գլխավորել «1000յակի» ցուցակը: Ի դեպ, հետաքրքիր է, որ նախորդ տարվա նույն ժամանակահատվածի համեմատ կոմբինատը եռապատկել է իր վճարած հարկերը: Կառավարության հաջորդ հույսը «Գազպրոմ Արմենիան» է, որը այս տարվա երրորդ եռամսյակում վճարել է 41 մլրդ 802,3 մլն դրամ հարկ, ինչը նախորդ տարվա նույն ժամանակահատվածի համեմատ ավելի է մոտ 9 տոկոսով:
Երրորդը «Գրանդ Տոբակո» ընկերությունն է՝ 32 մլրդ 472 մլն դրամով։ Այս ընկերությունն իր վճարած հարկերը նախորդ տարվա ինն ամսվա համեմատ ավելացրել է մոտ 31 տոկոսով: Դե ինչ, փաստը մնում է փաստ, որ պետական բյուջե հարկային մուտքերը գնալով ավելանում են: Մնում է հասկանալ, թե ինչպես է կարողանալու դրանից օգտվել կառավարությունը՝ սոցիալական խնդիրներ լուծելո՞վ, բանակաշինությանը զարկ տալո՞վ, թե՞ պարգևավճարների «ավանդույթը» շարունակելով ու զարգացնելով:
