2020 թվականի սեպտեմբերի 27-ին Ադրբեջանի զինված ստորաբաժանումների կողմից սկսված ռազմական գործողությունների արդյունքում Տավուշի ու Գեղարքունիքի մարզերում սահմանամերձ համայնքների բնակիչների համար ստեղծված խոցելի իրավիճակով պայմանավորված Մարդու իրավունքների պաշտպանի գլխավորած աշխատանքային խմբերի կողմից 2022 թվականի հուլիս-օգոստոս ամիսներին այցեր են կատարվել Տավուշի և Գեղարքունիքի մարզեր տեղում առկա խնդիրներին ծանոթանալու, Մարդու իրավունքների պաշտպանի սահմանադրական մանդատի շրջանակներում դրանց լուծման ուղղությամբ գործողությունների ձեռնարկման, ինչպես նաև փաստահավաք աշխատանքների իրականացման նպատակով:

Զեկույցում ներկայացված են փաստահավաք աշխատանքների արդյունքները, ձեռք բերված փաստերի նկատմամբ կիրառելի իրավական վերլուծությունները, ինչպես նաև Մարդու իրավունքների պաշտպանի առաջարկությունները բարձրացված խնդիրների առնչությամբ:

Զեկույցն ամփոփվել և պետք է հրապարակվեր սեպտեմբեր ամսվա վերջին, սակայն Ադրբեջանի կողմից Հայաստանի վրա սեպտեմբերի 12-ի լույս 13-ի իրականացրած հարձակումը փոխեց իրավիճակը՝ Պաշտպանի աշխատակազմի համար առաջացնելով ավելի հրատապ արձագանքման աշխատանքի անհրաժեշտություն։

Չնայած դրան, ուշագրավ է, որ զեկույցի տարբեր հատվածներում վերլուծված փաստերը, որոնք մատնացույց են անում հատկապես Գեղարքունիքի մարզում ադրբեջանական զինված ուժերի կողմից սահմանամերձ համայնքների բնակիչների նկատմամբ տևական և շարունակական հոգեբանական ճնշումների գործադրումը, խաղաղ բնակիչների սեփականության իրավունքի կոպիտ խախտումները։ Վերլուծված են նաև նման ապօրինի արարքների խորքային պատճառը հանդիսացող էթնիկ հիմքով ատելության օրինակները, ի մասնավորի՝ ադրբեջանցի պատգամավորների հայատյաց ելույթներն ու ուժի սպառնալիքի վերաբերյալ հայտարարությունները։

Տավուշի մարզի կատարված մշտադիտարկման այցերի ընթացքում ուսումնասիրվել են բնակիչներին բժշկական օգնության տրամադրման և բուժսպասարկման հնարավորություններն ու խնդիրները, բնակիչների սոցիալ-տնտեսական իրավունքների հետ կապված մի շարք հարցեր։ Այցերի շրջանակներում առանձնահատուկ ուշադրություն է դարձվել երեխաների կրթության իրավունքի իրացման պայմանների, կարիքների, ներառական միջավայրի ձևավորման համար առկա հնարավորությունների ուսումնասիրմանը։ Առանձնազրույցներ են իրականացվել տարածքային ու տեղական ինքնակառավարման մարմինների, ինչպես նաև բնակիչների հետ, քննարկումներ են տեղի ունեցել նախադպրոցական ուսումնական հաստատությունների, կրթական հաստատությունների պատասխանատուների, ինչպես նաև տեղական մի շարք հասարակական կազմակերպությունների ներկայացուցիչների հետ։
