«Աշխարհաքաղաքական բևեռների միջև հակամարտությունը սպառնում է վերածվել երրորդ համաշխարհային պատերազմի, որտեղ չեն գործելու միջազգային իրավունքի նորմերն ու հռչակված սկզբունքները:
Կռիվը լինելու է «բոլորը բոլորի դեմ» սկզբունքով, որտեղ կենդանի կմնան առողջ, պայքարելու ունակ և համախմբված ժողովուրդներն ու կազմակերպված պետությունները. խիղճ ու գթասրտություն չի լինելու, չեն խնայելու ոչ մեկին:
Այս իրավիճակում մենք հույսներս կարող ենք դնել միայն մեր և մեր իրական (բնական) դաշնակիցների վրա, որոնց դեռ պետք է գտնել, խոսել ու հստակ պայմանավորվել: Դա կարող են անել միայն պրոֆեսիոնալ դիվանագետներն ու խորքային գիտելիքներ ունեցող գիտնական-փորձագետները:
Ներքին կյանքը պետք է տեղափոխվի ռազմական տիրույթ. տնտեսական, քաղաքական, սոցիալական և կենսագործունեության մնացած ոլորտները պետք է ադապտացվեն ռազմական դրության կանոններին. անհրաժեշտ է կյանքի կոչել «Ազգ-բանակ» կոնցեպտը՝ լրացված նոր իրողությունների ուժով թելադրված քաղաքական և հանրային վարքագծի նորմերով ու սկզբունքներով:
Իշխանությունից սպասելիքներ գրեթե չկան, այն չի բավարարում պրոֆեսիոնալիզմի, կայունության և կանխատեսելիության նվազագույն չափանիշներին, այն ունակ չէ բանակցել և պայմանավորվել տարածաշրջանային և աշխարհաքաղաքական կենտրոնների հետ՝ Հայկական շահի չգիտակցման, ապա դրանք իրացնելու անկարողության պատճառով:
Պետք է ձևավորել իշխանության այլընտրանքային պրոֆեսիոնալ համակարգ, որը, եթե նույնիսկ չփոխարինի, ապա գոնե կվերահսկի ու կկառավարի այս իշխանության վարքաբանությունը՝ այն դարձնելով առավել կանխատեսելի, կայուն, իսկ իրականացվող քաղաքականությունը՝ Հայկական շահի վրա հիմնված:
Եկել է գործելու պահը, հապաղելը կործանում է . . .»։
