Արմեն Աշոտյանը ֆեյսբուքյան իր էջում տեսանյութ է հրապարակել և կից գրել.

Դեռեւս այս տարվա մարտին, երբ նիկոլենք սկսեցին հղում անել ԱՊՀ հիմնադիր փաստաթղթերի վրա տարածքային ամբողջականության համատեքստում , մանրամասն ու փաստերով հերձել եմ այդ կեղտոտ մանիպուլյացիան։
 
 Սուտ է այն թեզը, թե իբր Հայաստանի Հանրապետությունը 1991-ին ստորագրել է «Անկախ պետությունների համագործակցության ստեղծման մասին» համաձայնագիրը եւ ճանաչել է Ադրբեջանի տարածքային ամբողջականությունը:
 
 Այս թեզը դատարկ թեզ է, որը չի դիմանում քննադատության՝ որևէ միջազգային կառույցին անդամակցելով պետություններն արարողակարգային իմաստով հայտարարում են, որ ճանաչում են իրար տարածքային ամբողջականությունը:
 
 Հղում անելով տարածքային ամբողջականության դրույթի վրա տվյալ համաձայնագրում, չի շեշտվում, որ Հայաստանն ու Ադրբեջանը միացել են ԱՊՀ-ին ավելի ուշ, ստորագրելով, այսպես կոչված, Ալմաթիի հռչակագիրը, որով Հայաստանը, Ադրբեջանն ու մի շարք այլ պետություններ հայտարարել են ԱՊՀ ստեղծելու համաձայնագրին միանալու մասին:
 
 Համաձայնագիրն իր մեջ, բացի տարածքային ամբողջականության դրույթից, պարունակում է «ինքնորոշման անկապտելի իրավունք» արտահայտությունը:
 
 Հարց, եթե սրանք հղում են անում, ընդ որում՝ սխալ, ԱՊՀ ստեղծման համաձայնագրին՝ խոսելով բացառապես տարածքային ամբողջականության մասին, ինչու՞ չեն խոսում «ինքնորոշման անկապտելի իրավունքի մասին», որը նույն համաձայնագրի մաս է:
 
 ԱՊՀ ստեղծման Համաձայնագրից և ԱՊՀ-ին միանալու Հռչակագրից բացի կա 3-րդ հիմնարար փաստաթուղթը՝ ԱՊՀ Կանոնադրություն, որն ընդունվել է 1993-ի հունվարին:
 
 ԱՊՀ Կանոնադրության հոդված 3-րդը բանաձևում է «ժողովրդի ինքնորոշման անքակտելի իրավունք» հասկացությունը:
 
 Հայաստանի Հանրապետության Գերագույն Խորհուրդը, անգամ, վավերացնում է համաձայնագիրը վերապահումներով.
 
• Համաձայնագրի նախաբանի չորրորդ պարբերությունում «ինքնորոշման անկապտելի իրավունքի» բառերը փոխարինել «Ժողովուրդների ինքնորոշման անկապտելի իրավունքի» բառերով:
 
• Համաձայնագրի 5 հոդվածի առաջին պարբերությունը շարադրել հետևյալ խմբագրությամբ. «Բարձր Պայմանավորվող Կողմերը ճանաչում և հարգում են ազգերի ազատ ինքնորոշման իրավունքը, միմյանց տարածքային ամբողջականությունը և սահմանների անձեռնմխելիությունը»:
