Արմեն Աշոտյանը ֆեյսբուքյան իր էջում գրում է.

Ձախողելով «խաղաղության դարաշրջանը»՝ իշխանությունը վերջապես որոշել է ավելացնել պաշտպանական ծախսերը, բայց արդյո՞ք դա կլուծի արդյունավետության խնդիրը։
Այսօր կառավարության նիստում ներկայացվեց 2023թ-ի բյուջեի նախագիծը, որով նախատեսվում է ավելացնել պաշտպանական ծախսերը՝ պաշտպանության նախարարությանը տրամադրել 505,797.4 մլն դրամ։
 
Ինչ խոսք, սա ուշացված, բայց Հայաստանի անվտանգային մարտահրավերներից բխող քայլ է, որը պետք է արվեր դեռ 44-օրյա պատերազմից անմիջապես հետո՝ 2021-22 թթ բյուջեներով։
 
Սակայն զուտ ծախսերի ավելացումը բավարար չէ առկա անվտանգային մարտահրավերները հաղթահարելու համար, շատ ավելի կարևոր է այդ ծախսերի արդյունավետությունը, որի հետ կապված մտահոգությունները միայն խորանում են։ Ո՞ւմ են պետք ծախսերի միլիարդավոր դրամների ավելացումները, եթե դրանով գնված զենքը չի հասնելու Հայաստան, կամ պիտանելի չի լինելու ռազմական գործողությունների ժամանակ։
 
Այսպես, կառավարության նիստի ժամանակ Փաշինյանը նշեց, թե «100 միլիոնավոր դոլարները վճարված են, բայց մատակարարումները չեն կատարվում՝ այդ թվում դաշնակիցների կողմից»։ Ուշադրություն դարձրեք, որ հերթական անգամ խուսափում է նշել, թե կոնկրետ ովքեր չեն կատարում մատակարարումները, թեև ակնհայտորեն ակնարկում է ՀՀ ռազմավարական դաշնակից Ռուսաստանին։
 
- Այդ ինչպե՞ս է ստացվում, որ նախկինում Հայաստանի նախորդ իշխանությունները կարողանում էին նույնիսկ վարկով Ռուսաստանից զենք բերել՝ օրինակ 2016-2018թթ 200+100 մլն դոլարի վարկային համաձայնագրերը, իսկ սրանք գումարը վճարել են, իսկ զենքը չկա։
 
- Ինչո՞ւ էր ժամանակին Ռուսաստանը Հայաստանին հազարավոր տոննա անվճար զենք մատակարարում, իսկ հիմա Հայաստանը նույնիսկ գումարով չի կարողանում զենք ձեռք բերել։
 
- Ո՞ւմ են պետք 100-ավոր միլիոն դոլարի ծախսերը այնպիսի զինատեսակների վրա, ինչպիսիք օրինակ հայտնի ՍՈւ-երն էին, որոնք հնարավոր չէր կիրառել 44-օրյա պատերազմի ժամանակ, հնարավոր չէ կիրառել նաև հիմա՝ Ադրբեջանի շարունակական ագրեսիայի զսպման նպատակով։
 
- Իսկ արդյո՞ք կան երկրներ, որոնք պատրաստ են Հայաստանին արդյունավետ զենք վաճառել(օրինակ Իրանը), սակայն այս իշխանությունները ինչ-ինչ աշխարհաքաղաքական պատճառներից ելնելով հրաժարվում են այդ համագործակցությունից։
 
Այս ապիկար իշխանությունն այդպես էլ չհասկացավ, որ կառավարությունը բանկոմատ չէ, և վերջինիս արդյունավետության գնահատման տեսանկյունից ոչ այնքան կարևոր է ծախսերի ֆիզիկական մեծությունը, որքան դրանց արդյունավետությունը։
Իսկ Նիկոլն ու արդյունավետությունը՝ հականիշներ են։
