«2020 թվականի նոյեմբերի 10-ին Հայաստանի կողմից ստորագրված հանձնման ակտի համաձայն՝ հայկական զինված ուժերը պետք է դուրս բերվեին Ղարաբաղից։ Բայց դրանք դեռ ամբողջությամբ չեն հեռացվել։ Հայաստանը պետք է տրամադրեր միջանցք, որը կապահովի Ադրբեջանի հիմնական մասի և Նախիջևանի Ինքնավար Հանրապետության միավորումը։ Մինչ այսօր մեզ ոչ միայն միջանցք չեն տվել, այլև անգամ ցույց չեն տվել միջանցքի երթուղին։ Գործնական աշխատանք չի կատարվել։ Հիմա երկաթգիծ ենք կառուցել դեպի Զանգիլան։ Մենք ավտոճանապարհ ենք կառուցել դեպի Զանգիլան։ Հաջորդ տարեվերջին և՛ երկաթուղին, և՛ ճանապարհը կհասցնենք Հայաստանի հետ սահման։ Սակայն Հայաստանի տարածքում ոչինչ չի արվում, և կարծես թե ոչինչ չեն ուզում անել։ Նրանք դեռ ժամանակ են ձգում»,- ասել է Ալիևը։
Նա նաև խոստովանել է, որ սեպտեմբերի 13-ին ադրբեջանական կողմն է սկսել ագրեսիան Հայաստանի նկատմամբ:
«Հուսով եմ, որ սա ի վերջո դաս կտա նրանց: Որովհետև տեսան, որ մեզ ոչ ոք և ոչինչ չի կանգնեցնի։ Ո՛չ կոչը, ո՛չ հայտարարությունը, ո՛չ նախաձեռնությունը մեզ չեն կանգնեցնի: Մենք մեր հողի վրա ենք, և պաշտպանում ենք մեր հողը։ Սահմանի երկայնքով մեր դիրքերը թույլ են տալիս կանխատեսել հայկական ցանկացած սադրանք և ձեռնարկել անհրաժեշտ միջոցներ։ Մենք շահեկան դիրքերում ենք ադրբեջանա-հայկական սահմանին՝ Մուրովդաղ սարից մինչև Արաքս գետը։ Այս դիրքերը մեզ տալիս են և՛ ռազմական առավելություն, և՛ մեծ տարածք տեսողականորեն վերահսկելու հնարավորություն, այդ թվում՝ կապի կարևոր գծերի հսկողություն, և մենք արդեն գտնվում ենք այս տարածքներում։ Մենք երեսուն տարի այս սահմանների վրա չենք եղել»,- ասել է բռնապետ Ալիևը։
