Ածխով աշխատող էլեկտրակայանները կարող են ընկնել էլեկտրաէներգիայի աճող վճարները նվազեցնելու նպատակով էներգիա արտադրողների եկամուտները սահմանափակելու Եվրամիության պլանի տակ, հաղորդում է Reuters-ը՝ վկայակոչելով փաստաթղթի նախագիծը:
Անցյալ շաբաթ Եվրահանձնաժողովը առաջարկել էր արտակարգ միջոցառումների փաթեթ՝ զսպելու համար էներգակիրների գները, այդ թվում՝ էներգետիկ ընկերությունների գերշահույթների հարկերը, որոնք կառավարությունները կարող են օգտագործել բիզնեսներին եւ քաղաքացիներին այս ձմռանը էներգիայի բարձր վճարներից պաշտպանելու համար:
ԵՄ երկրների դիվանագետները քննարկում են առաջարկները եւ փորձում գտնել գործարքներ, որոնց բոլորը պատրաստ կլինեն հաստատել սեպտեմբերի 30-ին ԵՄ էներգետիկայի նախարարների հանդիպման ժամանակ:
Երկրների վերջին բանակցային փաստաթղթի նախագիծը, որին ծանոթացել է Reuters-ը, թույլ կտա երկրներին ածխով աշխատող էլեկտրակայանները ենթարկել ԵՄ-ի կողմից պլանավորված եկամտի սահմանափակմանը:
Հանձնաժողովն առաջարկել է եկամուտը սահմանափակել 180 եվրոյի (179,64 դոլար) չափով՝ մեկ մեգավատտ/ժամի դիմաց՝ էլեկտրաէներգիա արտադրողների համար, որոնք ունեն ամենաէժան գործառնական ծախսերը, ներառյալ հողմային, արեւային եւ ատոմային էլեկտրակայանները, քանի որ դրանք կարող են առավելագույն շահույթ ստանալ էլեկտրաէներգիայի գների կտրուկ աճից:
Ածխով աշխատող էլեկտրակայանները բացառվել են, քանի որ Հանձնաժողովը հայտարարել է, որ դրանց շահագործման ծախսերը գերազանցում են 180 եվրո/ՄՎտժ-ը, ուստի եկամուտների սահմանափակումները կարող են դրանք դարձնել ոչ շահութաբեր:
Բայց ԵՄ երկրները ծրագրում են շրջանցել դա՝ ածխով աշխատող էլեկտրակայանների եկամուտները ավելի բարձր մակարդակի վրա սահմանափակելով, եթե դրանց գործառնական ծախսերը գերազանցեն 180 եվրո/ՄՎտ/ժ, համաձայն ԵՄ-ում նախագահող Չեխիայի կողմից մշակված փաստաթղթի:
Երկրները կարող են նաեւ ավելի բարձր եկամտի շեմ սահմանել այլ գործարանների համար, որոնց գործառնական ծախսերն ավելի բարձր են, որպեսզի երաշխավորեն, որ նրանք կարող են շարունակել աշխատել եւ «եկամտի խելամիտ նորմա» ստանալ։
ԵՄ անդամ երկրները քննարկում են նաեւ հանածո վառելիքով աշխատող ընկերությունների համար ԵՄ-ի կողմից առաջարկվող անսպասելի հավաքագրումը:
