Սեպտեմբերի 19-ին վարչապետ Ն. Փաշինյանի գլխավորությամբ տեղի է ունեցել ՀՀ Անվտանգության խորհրդի նիստ, որտեղ ընդունվել է հետեւյալ հայտարարությունը.
2022 թվականի սեպտեմբերի 12-ի լույս 13-ի գիշերը Ադրբեջանի զինված ուժերը լայնածավալ ագրեսիա են սկսել Հայաստանի Հանրապետության ինքնիշխան տարածքի նկատմամբ՝ խոշոր տրամաչափի զինատեսակների, հրետանու, հրթիռային համակարգերի, անօդաչու թռչող սարքերի կիրառմամբ:
Ագրեսիայի հետեւանքով զոհվածների եւ անհետ կորածների թիվը հասնում է 207-ի, այդ թվում՝ զոհվել է քաղաքացիական 3 անձ, 2 քաղաքացիական անձի գտնվելու վայրը համարվում է անհայտ, վիրավորվել է 293 զինծառայող, 3 քաղաքացիական անձ, գերեվարվել է 20 զինծառայող: Առկա են ապացույցներ հայաստանցի գերեվարված կամ զոհված զինծառայողներին ադրբեջանցիների կողմից խոշտանգումների ենթարկելու, անդամահատելու, այդպիսով ապօրինի կերպով կյանքից զրկելու դեպքերի վերաբերյալ:
Ադրբեջանի զինված ուժերի կողմից թիրախավորվել են 36 բնակավայրեր, այդ թվում` Գորիս, Սիսիան, Կապան, Ջերմուկ, Վարդենիս, Տեղ, Գեղամասար համայնքները, ինչի հետեւանքով մասնակի կամ ամբողջական ավերվել են 192 տուն, 3 հյուրանոց, 2 դպրոց, 1 բժշկական հաստատություն, 1 հանդիսությունների սրահ, 4 անասնագոմ: Վնասվել է 7 էլեկտրական ենթակառուցվածք, 5 ջրային ենթակառուցվածք, 3 գազամուղ, 1 կամուրջ, 2 ավտոճանապարհ, 1 փողոց: Թիրախավորվել են 2 շտապօգնության մեքենա, 4 անձնական օգտագործման ավտոմեքենա:
Ադրբեջանի զինված ուժերը մի քանի ուղղություններով մխրճվել են Հայաստանի Հանրապետության ինքնիշխան տարածք: Հայաստանի Զինված ուժերի համառ եւ հերոսական դիմադրության եւ միջազգային հանրության ներգրավման շնորհիվ Ադրբեջանի հարձակումը կասեցվել է, սակայն ռազմաքաղաքական իրադրությունը շարունակում է մնալ լարված:
Ադրբեջանի կողմից վարվող ագրեսիվ քաղաքականությունը տարածաշրջանում խաղաղություն հաստատելու, տարածաշրջանային կոմունիկացիաների բացման, ԼՂ հիմնախնդրի համապարփակ կարգավորմանն ուղղված ջանքերը վիժեցնելու եւ Հայաստանի Հանրապետությանն ուժային լուծումներ պարտադրելու նպատակ ունեն:
Հայաստանի Հանրապետությունը որդեգրած լինելով խաղաղություն հաստատելու, տարածաշրջանային կոմունիկացիաների բացման օրակարգ՝ անընդունելի է համարում Ադրբեջանի կողմից վարվող սպառնալիքի եւ հարկադրանքի քաղաքականությունը:
Անվտանգության խորհուրդը հայտարարում է, որ Հայաստանի Հանրապետությունն իրեն հասու բոլոր միջոցներով պաշտպանելու է իր անկախությունը, ինքնիշխանությունը, տարածքային ամբողջականությունը: Ադրբեջանական զորքերը պետք է դուրս գան ՀՀ օկուպացված տարածքներից:
Միջազգային հանրությանը կոչ ենք անում Ադրբեջանի վրա շարունակաբար ճնշումներ գործադրել՝ ՀՀ ինքնիշխան տարածքների օկուպացիային վերջ դնելու եւ զորքերը ետ քաշելու ուղղությամբ եւ ողջունում ենք բոլոր այն երկրներին եւ կազմակերպություններին, որոնք հանդես են եկել հստակ դիրքորոշմամբ:
Միեւնույն ժամանակ, վերահաստատում ենք միջազգային հանրության պատասխանատու անդամի պարտավորությանը հավատարիմ մնալու Հայաստանի Հանրապետության հանձնառությունը:
