Հարգելի հայրենակիցներ,
Սիրելի ժողովուրդ,
Սեպտեմբերի 13-ին ադրբեջանական զինված ուժերը լայնածավալ ռազմական գործողություններ են սանձազերծել հայ-ադրբեջանական սահմանի երկայնքով՝ հրետանու, ԱԹՍ-ների և խոշոր տրամաչափի զինատեսակների կիրառմամբ՝ գնդակոծելով հայկական դիրքերը, խաղաղ բնակավայրերը ու ենթակառուցվածքները, ինչի հետևանքով հայկական կողմն ունի տասնյակ զոհեր և վիրավորներ, հասցվել է զգալի վնաս շինություններին և կառույցներին:
Իմ խորին ցավակցություններն եմ հայտնում մեր զոհված զինծառայողների ընտանիքներին և հարազատներին, մաղթում ուժ ու կորով, իսկ վիրավորներին՝ շուտափույթ ապաքինում:
Դիմում եմ Հայաստանի միջազգային գործընկերներին՝ դատապարտել ադրբեջանական զինուժի կողմից Հայաստանի Հանրապետության սուվերեն տարածքի նկատմամբ ոտնձգություններն ու սադրանքները, կոչ անելով միջազգային իրավունքի նորմերին համաձայն հարկադրել Ադրբեջանի ռազմաքաղաքական ղեկավարությանը հրաժարվել ուժի կիրառման սպառնալիքի և բռնության սանձազերծման գործելաոճից:
Ակնկալում եմ, որ ՀԱՊԿ մեր գործընկերները, ՄԱԿ-ի Անվտանգության խորհուրդը, ԵԱՀԿ համապատասխան կառույցները ու միջազգային հանրությունը միասնական՝ համարժեք և հասցեական գնահատականներ կհնչեցնեն Ադրբեջանի կողմից միջազգային իրավունքի հիմնարար՝ տարածքային ամբողջականության սկզբունքի կոպտագույն խախտման, խաղաղության օրակարգի խաթարմանն ուղղված ագրեսիայի վերաբերյալ:
Հորդորում եմ մեր քաղաքացիներին, Հայաստանի բոլոր քաղաքական ուժերին, կուսակցություններին և հասարակական կառույցներին գիտակցելով պահի լրջությունն ու հրամայականը, մի կողմ թողնել քաղաքական տարաձայնություններն ու հակասություններն ու միահամուռ կերպով, անվերապահորեն նեցուկ կանգնել Հայաստանի Հանրապետության Զինված ուժերին ու հանրային միասնությանը:
Մեր հայրենիքը համախմբման ու պաշտպանության կարիք ունի և ստեղծված իրավիճակում մեզ բոլորիս պետք է միավորի մեր երկրի պաշտպանության, սահմանների անխաթարելիության, ինքնիշխանության և անվտանգության ապահովման նվիրական գործը:
