Սեպտեմբերի 13-ին հայկական կողմի նախաձեռնությամբ ՀԱՊԿ-ում ՀՀ մշտական և լիազոր ներկայացուցիչ Վիկտոր Բիյագովի նախագահությամբ կայացել է ՀԱՊԿ Մշտական խորհրդի արտահերթ նիստը, որին մասնակցում էին ՀԱՊԿ Գլխավոր քարտուղարի տեղակալ Վալերի Սեմերիկովը և ՀԱՊԿ Միացյալ շտաբի պետ Անատոլի Սիդորովը։ Այս մասին հայտնում է ՀՀ ԱԳՆ–ն։
Նիստի ժամանակ ՀՀ ներկայացուցիչը ՀԱՊԿ ՄԽ անդամներին է ներկայացրել տեղեկատվություն այն մասին, որ սեպտեմբերի 13-ին՝ կեսգիշերից հետո Ադրբեջանի զինված ուժերը, կոպտորեն խախտելով միջազգային իրավունքը և հրադադարի ռեժիմը, սադրիչ և ագրեսիվ գործողություններ են իրականացրել Հայաստանի ինքնիշխան տարածքի նկատմամբ՝ որոշ ուղղություններում դիրքային առաջխաղացման փորձեր իրականացնելով։ ՀՀ զինված ուժերը բերվել են բարձր մակարդակի ռազմական պատրաստության և անցել իրենց վստահված հատվածների պաշտպանությանը։ Ադրբեջանական զինված ուժերի գործողությունները համարվում են ՀԱՊԿ անդամ պետություն հանդիսացող Հայաստանի տարածքային ամբողջականության և ինքնիշխանության կոպիտ խախտում, իսկ իրավիճակը կարող է հանգեցնել լայնամասշտաբ զինված հակամարտության:
Վիկտոր Բիյագովը նշել է, որ Հայաստանը, դիմելով ՀԱՊԿ-ում իր դաշնակիցներին, ակնկալում է նրանցից գործուն հավաքական քայլեր Հայաստանի Հանրապետության անվտանգության, տարածքային ամբողջականության և ինքնիշխանության ապահովման համար՝ ՀԱՊԿ կանոնադրության շրջանակներում։ Նա վստահություն է հայտնել, որ ՀԱՊԿ մեխանիզմներն ի վիճակի են զսպել ագրեսորին։
