«Գործող վարչախմբին անվստահության քվե պետք է հայտնել միայն այն պայմաններում, երբ գրեթե 100 տոկոսանոց երաշխիք կա, որ կձևավորվի նոր խորհրդարանական մեծամասնություն, որն էլ կաջակցի վարչապետի նոր թեկնածուին»։

«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանն է այս մասին ասել «Առավոտին»՝ մեկնաբանելով առաջարկը՝ ունենալ վարչապետի թեկնածու և այդ թեկնածուի շուրջ խոսել իշխող «Քաղաքացիական պայմանագրի» հետ։ Ավետիք Չալաբյանը նշում է, թե դա սահմանադրական ճանապարհ է և չափազանց կարևոր, սակայն ունի նաև ոչ թե թաքնված, այլ բացահայտ խութեր։

«Եթե գործող կառավարությանն անվստահություն է հայտնվում, և անվստահության քվեին չի հավակնում գործող մեծամասնությունը, ապա, կառավարությունն առնվազն կես տարվա իմունիտետ է ստանում և կրկին անվստահություն հայտնել այդ ընթացքում հնարավոր չէ, գործընթացը հետաձգվում է 6 ամսով»,- փաստում է Ավետիք Չալաբյանը։

Նրա գնահատմամբ, Ազգային ժողովի պատգամավորների մեկ երրորդի նախաձեռնությամբ հնարավոր է անվստահության քվե հաստատել, եթե վստահություն կա նման նախաձեռնությանը, իսկ երբ խորհրդարանում մեծամասնություն է կազմում «Քաղաքացիական պայմանագիր» կուսակցությունը, առնվազն 20 պատգամավորներ պետք են այդ քաղաքական ուժից, որոնք կմիանան ընդդիմության նախաձեռնությանը։

«Եթե չկան այդ 20 պատգամավորները, որոնք պատրաստ են դուրս գալ «Քաղաքացիական պայմանագիր» խմբակցությունից և միանալ ընդդիմությանը, ապա կստացվի, որ հնարավորությունը մնացել է չօգտագործված, և գործընթացը 6 ամսով կհետաձգվի»,- նշում է Ավետիք Չալաբյանը։

Իհարկե, առաջարկը՝ անվստահություն հայտնել գործող վարչախմբին, չափազանց էմոցիոնալ է և կարող է հանրության շրջանում լուրջ էյֆորիա առաջացնել, ինչպես նաև ընդդիմադիր տրամադրված զանգվածին ստիպել, որ այլ չհիմնավորված պահանջներ ներկայացնեն խորհրդարանական ընդդդիմությանը, մինչդեռ այդ առաջարկը ավելի շատ բխում է խորհրդարանական գործող իշխանությունների շահերից և պետք է քայլերն անել հաշվարկված, ողջամիտ, չվնասել ընդհանուր ընդդիմադիր գործին։
