«Քաղաքական ընդդիմախոսների դեմ փաշինյանական վարչախումբը, եթե չի կարողանում ազատազրկում կիրառել, ապա գրավի այնպիսի չափ է սահմանում, որն ավելի շատ նմանվում է պատանդառությունից դուրս գալու փրկագնի»։

Այս արձանագրումը օրեր առաջ արել էր «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանը՝ նկատելով, որ շատերն էին ուշադրություն դարձրել գրավի խոշոր չափի վրա։

Հիշեցնենք, որ վերաքննիչ քրեական դատարանը Չալաբյանին ազատ էր արձակել 15 միլիոն դրամ գրավով, շատ դեպքերում գործող վարչախումբն ամեն ինչ անում է, գրավի չափը մեծ նշելու, որպեսզի շատ ընդդիմախոսներ չկարողանան այս գումարը վճարել և դուրս գալ։ Եթե Ավետիք Չալաբյանի դեպքում նրա բազմաթիվ ընկերները կարողացան հավաքել գումարը, որպեսզի անազատության մեջ գտնվող և առողջական խնդիրներ ունեցող իրենց ընկերը դրսում լինի, ապա մի շարք դեպքերում առկա են տեղեկություններ, որ կալանավորվածները չեն կարողացել երկար ժամանակ գրավ վճարել և դուրս գալ։

Ըստ էության, Հայաստանում ստեղծված է մի իրավիճակ, երբ ընդդիմադիր քաղաքական գործիչներն իրենց պայքարում բախվում են ոչ միայն իշխանությունների հետապնդումների և բանտում հայտնվելու հեռանկարի հետ, այլ նաև ֆինանսական լրջագույն կորուստներ են կրում։

Իհարկե, քաղաքական պայքարն ինքնին արդեն ռեսուրսների և ֆինանսների պայքար է, և փաշինյանական վարչախումբն ամեն ինչ անում է, որպեսզի ոչ միայն անձնապես և ֆիզիկապես վնասի իր ընդդիմախոսներին, այլև նաև ֆինանսապես հարվածի մարդկանց գրպանին, որպեսզի նրանք չկարողանան կամ հրաժարվեն պայքար մղելուց։

Մինչդեռ, ինքը՝ Ավետիք Չալաբյանը, ընդգծում է, որ առաջնայինն այն է, որ գործող վարչակարգը նույնիսկ շարունակաբար, անթաքույց և ցինիկ ճնշումներ կիրառելով, այս գործում ներգրավված իրավապահ համակարգի տարբեր ներկայացուցիչների վրա ի վերջո ստիպված եղավ տեղի տալ օրենքի ուժի և հանրային բողոքի հզոր ալիքի առաջ և համակերպվել նրա հետ, որ այլևս ընդունակ չի պարտադրել իր կամքը սեփական իրավունքները գիտակցող և դրանք հետևողականորեն իրացնող անհատ քաղաքացուն և քաղաքացիներին ընդհանրապես։

Սա փաստում է, որ նույնիսկ այս պարագայում փաշինյանական վարչախումբը սխալ մարտավարություն է որդեգրել և չի կարողանալու ճնշել և կոտրել թե՛ Չալաբյանին, թե՛ մյուս ընդդիմադիրներին։
