«Փաստ» օրաթերթը գրում է

Տնտեսագետները հաճախ են նշում, որ կառավարության համար արդեն «ավանդույթ» է դարձել կապիտալ ծախսերի թերակատարումը, իսկ որոշ դեպքերում՝ ընդհանրապես չկատարումը: Միայն այս տարվա առաջին կիսամյակում թերակատարումը կազմել է մոտ 41 տոկոս: Մեզ հետ զրույցում ոլորտի մի շարք մասնագետներ քանիցս նշել են, որ դա պարզապես խայտառակություն է, ինչպես խայտառակություն է պետական պարտքի անընդհատ մեծացումը: Սա՝ հատկապես այն պարագայում, որ, ինչպես ասում են, բյուջեում փող կա, և հարկային մուտքերի հսկայական աճ է գրանցվել: Բանն այն է, որ միայն 2022 թ. առաջին կիսամյակում 1000 հարկատուների վճարած հարկերի ծավալը կազմել է 722,32 մլրդ դրամ, ինչը 2021 թ. նույն ժամանակաշրջանի ցուցանիշից ավելի է 137,88 մլրդ դրամով կամ մոտ 24 տոկոսով:

Սա ինքնին խոսուն թիվ է: Սակայն ոչ պակաս ուշագրավ է, որ նշյալ «հավելյալ» մուտքերի կեսից ավելին, փաստացի, առաջացել է Զանգեզուրի պղնձամոլիբդենային կոմբինատի «հավելումից»: Այս կազմակերպության կողմից առաջին կիսամյակում պետական բյուջե է վճարվել 104,78 մլրդ դրամ՝ նախորդ տարվա համադրելի ցուցանիշի համեմատ մոտ 78 մլրդ դրամով (մոտ 291 տոկոս) ավելի։ Ի դեպ, ավելորդ չէ նշել, որ ԶՊՄԿ-ն նախորդ տարվա առաջին կիսամյակում երկրորդն էր 1000 հարկատուների ցանկում՝ զիջելով «Գազպրոպ Արմենիա»-ին, իսկ 2022 թ. առաջին եռամսյակում արդեն գլխավորում է այդ ցուցակը: Կոմբինատում հարկային մուտքերի նման աննախադեպ աճը բացատրել են աշխատանքի արդյունավետության բարձրացմամբ։

Հաջորդը, որ տոկոսային առումով մեծ աճ է արձանագրել, «Գրանդ Տոբակո» ընկերությունն է՝ մոտ 55 տոկոս: Ագարակի պղնձամոլիբդենային կոմբինատը բյուջե է մուծել 37,44%-ով ավելի գումար, «Ֆիլիպ Մորրիս Արմենիան»՝ 25,72 տոկոսով, իսկ ցուցակում երկրորդ հորիզոնականում գտնվող «Գազպրոմ Արմենիա»-ն՝ 16,22 տոկոսով:
