ԱՄՆ պետդեպարտամենտը պատասխանել է ԵԱՀԿ Մինսկի խմբի նոր համանախագահ նշանակելու վերաբերյալ պաշտոնական Բաքվից հնչեցված հայտարարությանն այն մասին, թե նման քայլերը «չեն կարող նպաստել հայ-ադրբեջանական հարաբերությունների կարգավորմանը»։
«Արմենպրես»-ի փոխանցմամբ, Գլոբալ հանրային կապերի գրասենյակի (Bureau of Global Public Affairs) փոխխոսնակ Վեդանթ Պանտելը, անդրադառնալով ադրբեջանական կողմի հայտարարությանը, մասնավորապես նշել է, որ ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը Ֆիլիպ Ռիքերին «Կովկասում բանակցությունների գծով ավագ խորհրդական է նշանակել՝ ընդգծելու մեր հանձնառությունը Հարավային Կովկասում խաղաղության հաստատման գործում»։ «Որպես երկիր՝ մենք հանձնառու ենք դյուրացնելու ուղիղ երկխոսությունը Ադրբեջանի և Հայաստանի հետ երկկողմ, բազմակողմ մակարդակներում, ինչպես նաև համախոհ գործընկերների հետ համագործակցության միջոցով՝ հասնելու երկու երկրների միջև համապարփակ խաղաղ կարգավորման»,- նշել է նա։
Պանտելը ևս մեկ անգամ հիշեցրել է, որ այսուհետ դեսպան Ռիքերը ներկայացնելու է ԱՄՆ-ն թե՛ Մինսկի խմբում, թե Ժնևի միջազգային բանակցություններում։
Օգոստոսի 25-ին ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը հայտարարել էր փորձառու դիվանագետ Ֆիլիպ Ռիքերին Կովկասի հարցերով բանակցություններում գլխավոր խորհրդական նշանակելու մասին։ Այս պաշտոնում Ռիքերը կատարելու է նաև ԵԱՀԿ Մինսկի խմբի ԱՄՆ համանախագահի գործառույթներն ու հանդես գալու որպես Ժնևի միջազգային բանակցություններում ԱՄՆ պատվիրակության գլխավոր բանակցող։
Այս որոշմանը հաջորդել էր Ադրբեջանի ԱԳՆ հերթական անհիմն հայտարարությունը, որում նշված էր, թե «․․․գրեթե չգործող Մինսկի խմբին վերակենդանացնելու փորձերը կարող են հանգեցնել Ադրբեջանի և Հայաստանի հարաբերությունների կարգավորման գործընթացից ԱՄՆ-ի հեռացման»։ Ադրբեջանի ԱԳՆ-ից հայտարարել էին նաև, թե «ղարաբաղյան հակամարտությունը կարգավորված է»՝ հավելելով, որ հայ-ադրբեջանական հարաբերությունների կարգավորումը ԼՂ հարցի հետ կապելը «որևէ կերպով չի նպաստի այդ հարաբերությունների կարգավորմանը»։
