Ադրբեջանի ԱԳՆ-ն արձագանքել է ԱՄՆ պետքարտուղար Էնթոնի Բլինկենի կողմից դիվանագետ Ֆիլիպ Ռիկերին Կովկասում բանակցությունների գծով ավագ խորհրդական և ԵԱՀԿ Մինսկի խմբի համանախագահ նշանակելուն:
Հիշեցնենք, որ Բլինկենի հայտարարությունում ասվում է, որ Միացյալ Նահանգները հանձնառու է օգնել Հայաստանին և Ադրբեջանին բանակցել Լեռնային Ղարաբաղի հակամարտության երկարաժամկետ քաղաքական կարգավորման շուրջ: Ըստ Բլինկենի՝ Ռիկերը երկկողմանի համագործակցություն կունենա համախոհ գործընկերների հետ, ինչպիսին է Եվրամիությունը, որպեսզի, որպես ԵԱՀԿ Մինսկի խմբի համանախագահ իր դերի միջոցով, հեշտացնի Հայաստանի և Ադրբեջանի միջև ուղիղ երկխոսությունը:
Սակայն Բաքուն կարծում է, որ ԱՄՆ պետքարտուղարի այս հայտարարությունում արտացոլվում է «մոտեցում, որը շատ հեռու է տարածաշրջանում տիրող հետկոնֆլիկտային իրողություններից, ինչը զարմանալի է»:
«Մինսկի խմբի վերաբերյալ Ադրբեջանի դիրքորոշումը բազմիցս արտահայտվել և հստակ ներկայացվել է ամենաբարձր մակարդակով։ Գործնականորեն չգործող Մինսկի խմբի «վերակենդանացման» փորձերը կարող են հանգեցնել նրան, որ ԱՄՆ-ն հեռանա ադրբեջանա-հայկական հարաբերությունների կարգավորման գործընթացից։ Ղարաբաղյան հակամարտությունը «կարգավորվել» (չակերտները՝ Tert.am) է, և Ղարաբաղը Ադրբեջանի «անբաժանելի մասն է» (չակերտները՝ Tert.am)։ Միջազգային հանրությունը, այդ թվում՝ մեր գործընկերները, պետք է հասկանան, որ ադրբեջանա-հայկական հարաբերությունների կարգավորման բանակցությունները ղարաբաղյան հիմնախնդրի հետ կապելը ոչ մի կերպ չի ծառայում կարգավորմանը»,- նշել է Ադրբեջանի ԱԳՆ մամուլի ծառայությունը։
