Իրանագետ Վարդան Ոսկանյանը տելեգրամյան իր ալիքում գրել է․

«Արդեն իսկ պարբերական բնույթ ստացած՝ այս կամ այն վայրերում պայթուցիկ սարքերի իբր առկայության մասին կեղծ ահազանգերը, ամենայն հավանականությամբ, Հայաստանի Հանրապետության հանդեպ վարվող թշնամական հիբրիդային պատերազմի տարրեր են։

Այն թշնամին կիրառում է մի քանի նպատակներով՝ ծանրաբեռնելու և ստիպելու Հայաստանի պատկան մարմիններին լրացուցիչ ռեսուրսներ ծախսելու, ստուգելու և գնահատելու դրանց աշխատանքի օպերատիվությունն ու արդյունավետությունը, մշտական խուճապի մեջ պահելու մեր հասարակությանը կամ բթացնելու դրա զգոնությունը, և այլն։

Այս համատեքստում ակնհայտ է, որ հիբրիդային պատերազմի բաղադրիչ նշված թշնամական գործողությունը ոչ միայն պետք է չեզոքացվի, թե՛ դրա բացահայտման, և թե՛ հասարակության հետ ճիշտ աշխատանքի միջոցով, այլ նաև թշնամուն հասցվեն համարժեք, ավելի ցանկալի է՝ անզուգաչափ կանխարգելիչ և պատասխան հարվածներ։

Մենք՝ որպես ազգ և պետություն, պետք է, ի վերջո, սթափվենք և հասկանանք, որ չափազանց նենգ ու բարբարոս թշնամու հետ մշտական պատերազմի մեջ ենք, իսկ խաղաղություն կլինի միայն այն է դեպքում, երբ ջախջախենք այդ թշնամուն բոլոր մակարդակներում»։
