Հայաստանի պետական հետաքրքրությունների ֆոնդի (ԱՆԻՖ) տնօրենների խորհրդի նախագահ Տիգրան Ավինյանը համոզված է, որ հրավառությունների ազատ կազմակերպման արգելք պետք է սահմանվի, իսկ հրագործական արտադրանքի ազատ վաճառքը պետք է արգելվի: Այս մասին Տիգրան Ավինյանը գրել է «Ֆեյսբուք»-ի իր էջում:  

«Դեռևս 2020թ. քննարկում էինք հրավառությունների կազմակերպման կարգի խստացման հարցը։ 2021թ. նախաձեռնությունը ստացավ կառավարության համաձայնությունը և ուղարկվեց Ազգային ժողով։ Հասկանալով հանդերձ գործարարների տնտեսական շահերը՝ կարծում եմ, որ, այնուամենայնիվ, հրագործական արտադրանքի ազատ վաճառքը պետք է արգելվի, ինչպես նախատեսված էր մեր առաջարկած կարգավորմամբ։

Նախագծով՝ հրավառությունները թույլատրվելու էին միայն պետական ու համայնքային միջոցառումների դեպքում, հրագործական արտադրանքի ազատ վաճառքն արգելվում էր։ Դրանց ազատ կիրառումը ոչ միայն խախտում է հասարակական կյանքը, մարդկանց անդորրը, այլև հաճախ հանգեցնում ֆիզիկական վնասվածքների։ Նույնիսկ այս օրերին է շարունակվում դրանց օգտագործումը՝ հարուցելով մեր համաքաղաքացիների զայրույթը։

Համոզված եմ, որ հրավառությունների՝ ազատ կազմակերպման արգելքը պիտի սահմանվի, և հորդորում եմ ԱԺ-ի մեր գործընկերներին ձեռնամուխ լինել այդ նախաձեռնության կյանքի կոչմանը։

Ցավակցում եմ բոլոր զոհվածների հարազատներին և շուտափույթ ապաքինում մաղթում տուժածներին»,- գրել է Ավինյանը։
