Հայաստանի կառավարության համար խիստ կարևոր է, որ ուսման վարձավճարի պատճառով բարձր առաջադիմություն և պատշաճ վարքագիծ դրսևորող որևէ ուսանող չզրկվի մասնագիտական և բարձրագույն կրթություն ստանալու հնարավորությունից: Այս մասին «Ֆեյսբուք»-ի իր էջում գրառում է կատարել ՀՀ փոխվարչապետ Համբարձում Մաթևոսյանը՝ նշելով, որ սա անկյունաքարային մոտեցումներից է Կառավարության հուլիսի 28-ի նիստում հավանության արժանացած Կրթության մինչև 2030 զարգացման պետական ծրագրի, որը դեռ պետք է քննարկվի ու ընդունվի Ազգային Ժողովի կողմից։

«Մյուս կողմից, տարածքային համաչափ զարգացմանը հետամուտ լինելով, մենք նպատակ ունենք, որ կրթական ծառայությունները մատչելի լինեն Հայաստանի յուրաքանչյուր քաղաքացու համար իր իսկ բնակության վայրում։

Ռազմավարությունում հստակորեն ամրագրվել է՝

Բոլոր ուսումնական հաստատությունները պետք է ունենան ապահով և հարմարավետ շենքային պայմաններ, պատշաճ կահավորանք և ժամանակակից սարքավորումներ,
Մանկավարժի, դասախոսի աշխատանքը պետք է պատշաճ վարձատրվի, որպեսզի բոլոր հաստատություններում աշխատեն որակյալ մասնագետներ,
Կրթական ծրագրերը պետք է համապատասխանեն հասարակության և տնտեսության օրեցօր զարգացող պահանջներին, ինչպես նաև կրթությանն առաջադրվող միջազգային չափանիշներին։
Ի վերջո, մենք պետք է ունենանք միջազգային միտումներին համահունչ զարգացող կրթական համակարգ, որը կծառայի ինչպես մեր քաղաքացիներին, այնպես էլ գրավիչ կլինի արտերկրի երիտասարդների և սփյուռքի մեր հայրենակիցների համար, կնպաստի ինտելեկտուալ հայրենադարձությանը»,- նշել է Մաթևոսյանը։ 
Նա կարևորել է նաև, որ կրթության փոխակերպման միջազգային միտումների համատեքստում ծրագիրը խնդիր է դնում, որ 2030 թվականին Հայաստանը կունենա միջազգայնորեն մրցունակ կրթական համակարգ:
