Սենատի հատկացումների օրինագծով առաջարկվում է 2 մլն դոլար հատկացնել Արցախին հումանիտար աջակցության և ականազերծման համար

Միացյալ Նահանգների Սենատի Հատկացումների հանձնաժողովը հուլիսի 28-ին հրապարակել է իր 2023թ.-ի ֆինանսական տարվա հատկացումների օրինագիծը, որով վերահաստատվում է Ազատության աջակցության ակտի 907-րդ լրացումը և առաջարկվում է 2 մլն դոլար՝ Արցախում ականազերծման աջակցության համար, ինչպես նաև մարդասիրական օգնություն՝ տեղահանված հայերին օգնելու համար: Այս մասին հայտնում է Ամերիկայի հայկական համագումարը:
Մասնավորապես, Հանձնաժողովի զեկույցում հայտարարվում է, որ «մինչև 2,000,000 դոլար՝ մարդասիրական ականազերծման և չպայթած զինամթերքի մաքրման համար Լեռնային Ղարաբաղի հակամարտությունում մարտական գործողություններից տուժած տարածքներում, ենթակա է նախնական խորհրդակցության Հատկացումների հանձնաժողովների հետ», ինչպես նաև «մարդասիրական օգնություն Լեռնային Ղարաբաղի հակամարտության պատճառով» տեղահանվածների համար:
Հունիսին Ներկայացուցիչների պալատն ընդունեց օրինագծի իր տարբերակը, որով կոչ էր արվում 60 մլն դոլար օգնություն տրամադրել Հայաստանին և 2 մլն դոլար՝ Արցախում ականազերծման աշխատանքների համար: Ներկայացուցիչների պալատի օրինագիծը ներառում էր նաև Ազատության աջակցության ակտի 907-րդ լրացմանը վերաբերող հատված:
«ԱՄՆ-ի շարունակական աջակցությունն ու ներգրավվածությունը շարունակում են չափազանց կարևոր լինել: Համագումարը կշարունակի աշխատել Ներկայացուցիչների պալատի և Սենատի հետ՝ ապահովելու լավագույն արդյունքը հայ ժողովրդին օգնելու համար»,– ասաց Համագումարի Կոնգրեսական հարաբերությունների գծով տնօրեն Մարիամ Խալոյանը։
Ազատության աջակցության ակտի 907-րդ լրացումը, որն ԱՄՆ Կոնգրեսն ընդունել է 1992 թվականին, սահմանափակում է Ադրբեջանին տրամադրվող օգնությունը՝ նախատեսելով միայն մարդասիրական աջակցություն: Այն ենթադրում է, որ ԱՄՆ-ն Ադրբեջանի կառավարությանը չպետք է աջակցություն տրամադրի, քանի դեռ այդ երկիրը քայլեր չի ձեռնարկել Հայաստանի և Արցախի դեմ շրջափակումներն ու ուժի կիրառման տարբերակները վերացնելու ուղղությամբ
