Հայաստանում նախատեսվում է ստեղծել արտաքին հետախուզական մարմին: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին ասաց Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը «Ներքին գործերի նախարարության ստեղծումը, քաղաքացիական վերահսկողության կարեւորությունը» թեմայով խորհրդարանական լսումների շրջանակում ունեցած ելույթում:
Գրիգորյանը ՆԳՆ ստեղծումը, բարեփոխումները դիտարկեց անվտանգության համակարգի կոնտեքստում: «ՀՀ կառավարությունը ԱԺ-ի մեր քաղաքական թիմի հետ 3 ուղղությամբ լայնածավալ բարեփոխումներ է իրականացնում: Դրանցից մեկը Ոստիկանության բարեփոխումներն են, մյուսը՝ ՊՆ-ի, ԶՈՒ բարեփոխումները: Այս բարեփոխումների համատեքստում մենք պլանավորում ենք ստեղծել առանձին արտաքին հետախուզական մարմին: Եվ անվտանգության խորհրդի գրասենյակն արդեն գործընկերների հետ քննարկումներ է սկսել այս նոր կառույցի ձևավորման համար: Ոստիկանության բարեփոխումները այս լայն կոնտեքստում պետք է դիտարկել: Դրա հիմքում դրված է նաև ժողովրդավարական կոնցեպտը»,-ասաց Գրիգորյանը:
Նա ընդգծեց, որ կառավարությունը 2018 թվականից սկսած սկսել է անվտանգության ոլորտի ժողովրդավարացման գործընթաց, ինչը կարևոր է անվտանգության, կայունության և կարողությունների ավելացման տեսանկյունից:
Ընդհանուր անվտանգության համակարգի տեսանկյունից նա կարևոր համարեց Ոստիկանության և ԱԻՆ-ի գործառույթների՝ մեկ նախարարության մեջ համատեղումը:
«Անվտանգության խորհրդի նիստերին, օրինակ, հաճախ լինում են թեմաներ, որոնք առնչվում են ԱԻՆ-ին, ԱԻՆ-ի գործառույթներ, որոնք առնչվում են պաշտպանությանը: Անվտանգության խորհրդում ԱԻՆ-ը ներկայացված չէր: Բայց այժմ այսպիսի բարեփոխումներով նաև արդյունավետություն է ստեղծվում, քանի որ ՆԳ նախարարը, որպես նաև արտակարգ իրավիճակների ոլորտում քաղաքականությունը և գործառույթները համակարգող մարմին, հնարավորություն կունենա ներգրավված լինելու ԱԽ-ում քաղաքականության մշակման գործընթացում և հարցերը լուծելու մասով»,-ասաց ԱԽ քարտուղարը:
Նա կարծում է, որ ընտրված ճանապարհը՝ փոխկապակցել ոստիկանության բարեփոխումներն այլ ոլորտների հետ, արդյունավետությունը բարձրացնել, շատ դրական ազդեցություն է ունենալու Հայաստանի ժողովրդավարացման գործընթացի վրա: «Մեր հավատամքն է, որ Հայաստանի կառավարման բոլոր ոլորտներում ժողովրդավարացումը կենսունակ նշանակություն ունի մեր պետության համար: Մենք շարունակելու ենք այս ուղղությամբ շարժվել»,-եզրափակեց Գրիգորյանը:
