ՀՀ կառավարությունն իր այսօրվա նիստում հավանություն է տվել «Մշակութային արժեքների արտահանման և ներմուծման մասին» և «Պետական տուրքի մասին» օրենքներում փոփոխություններ և լրացում կատարելու օրինագծերի փաթեթին: Դրանց ընդունումը թելադրված է Եվրասիական տնտեսական միությանը Հայաստանի Հանրապետության անդամակցությամբ, այսինքն` ՀՀ մշակույթի ոլորտի օրենսդրությունը համապատասխանեցվում է ԵԱՏՄ անդամ երկրների օրենսդրությանը:

Հայաստանում գործող օրենքով մինչև 50 տարվա վաղեմության կերպարվեստի և դեկորատիվ- կիրառական արվեստի (գորգ, գոբելեն, կարպետ, ասեղնագործություն և այլն) և 75 տարվա վաղեմության համարանիշային կամ զանգվածային արտադրության (տարբեր սարքեր և սարքավորումներ, շքանշան, մեդալ, կրծքանշան, հրատարակություն և այլն) մշակութային նշանակության առարկաները թույլատրվում է արտահանել ազատ` առանց լիազոր մարմնի թույլտվության:

Այժմ ՀՀ օրենքում առաջարկվում է հաշվի առնել ԵԱՏՄ կոլեգիայի 2015թ. ապրիլի 21- ի որոշմամբ հաստատված հավելվածի այն կետը, որի համաձայն լիազոր մարմինն իրավասու է հաստատել սահմանափակման ենթակա արտահանման կամ ժամանակավոր արտահանման մշակութային արժեքների և մշակութային նշանակության առարկաների ցանկը: Բացի այդ, օրենսդրական միասնականացումն ապահովելու նպատակով մշակութային արժեքների և մշակութային նշանակության առարկաների արտահանման կամ ժամանակավոր արտահանման վկայագրի փոխարեն առաջարկվում է տրամադրել եզրակացություն (թույլատրող փաստաթուղթ):

«Պետական տուրքի մասին» ՀՀ օրենքով մշակութային արժեքն արտահանելու կամ ժամանակավորապես արտահանելու իրավունքի վկայագիր տալու համար պետական տուրք է գանձվում: Վկայագիրը (փոփոխությունն ընդունելու դեպքում` եզրակացությունը) տալիս է ՀՀ մշակույթի նախարարության աշխատակազմի մշակութային արժեքների պահպանության գործակալությունը:

Օրենքների փոփոխության ընդունմամբ կկարգավորվի Հայաստանի Հանրապետությունից մշակութային նշանակության առարկաների ազատ արտահանման ընթացակարգը:

Կառավարության հավանությանն արժանացած օրենսդրական փոփոխությունները սահմանված կարգով կներկայացվեն ՀՀ Ազգային ժողով:
