Հայաստանին պետք է մտահոգի այն փաստը, որ իր տարածքը դիտարկում են որպես ուղղակի հակամարտության հերթական կետը

ՀՀ-ում ՌԴ դեսպանատունը օրերս հայտարարություն տարածեց՝ արձագանքելով Հայաստանում Կանադայի դեսպանատներ հիմնելու վերաբերյալ Կանադայի ԱԳ նախարար Մելանի Ժոլիի հայտարարությունում տեղ գտած որոշ ձևակերպումներին։
«Ամեն ինչ նորմալ կլիներ, բայց տարակուսանք է հարուցում այն, որ համաձայն ԶԼՄ-ների, այդ քայլը Կանադայի ԱԳՆ-ի կողմից ակնհայտորեն մատուցվել էր որպես «ռուսական ազդեցությանը հակընդդեմ գործողություն: Զարմացնում է այդքան անթաքույց ամբարտավան ու արհամարհական վերաբերմունքը մի պետության նկատմամբ, որի հետ, կարծես թե, պատրաստվում են ամրապնդել երկկողմանի կապերը»,- ասված է ՌԴ դեսպանատան տարածած մեկնաբանության մեջ:

«Ընդհանրապես, իհարկե, դեսպանատան բացման հետ կապված Կանադայի հիմնավորման մեջ ակնհայտորեն որոշակի դրվագներ կային, որոնք Հայաստանը դարձնում են միջնորդավորված պայքարի դաշտ՝ Արևմուտքի և Ռուսաստանի միջև: Երբ հայտարարվում է, որ դեսպանատան բացումը նաև պայմանավորված է նրանով, որ փորձելու են Հայաստանում Ռուսաստանի ազդեցությունը քիչ, թե շատ չեզոքացնել, ըստ էության նշանակում է, որ Ռուսաստանը և Արևմուտքը երրորդ կողմի տարածքում պայքար են մղելու:
Եթե դիվանագիտական հայտարարության մեջ երրորդ երկրի՝ տվյալ դեպքում Ռուսաստանի անունն է տրվում, ապա երևի թե պետք էր ակնկալել, որ Ռուսաստանը համապատասխան արձագանք պետք է տար: Եվ արձագանքը տրվեց Ռուսաստան-Արևմուտք այսօրվա հարաբերությունների տրամաբանության և հռետորաբանության մեջ: Կողմերը փոխանակվեցին փոխադարձ կոշտ հայտարարություններով, որոնք ոչ դիվանագիտական էին:
Վատը, նախ և առաջ, այն է, որ Հայաստանը դիտարկվում է որպես տարածք, որտեղ Արևմուտքը և Ռուսաստանը հակամարտող կողմեր են, և դա Արևմուտքի կողմից ընդհանրապես չի թաքցվում: Բնական է, Ռուսաստանի համար հետխորհրդային երկրները բավականին զգայուն թեմա են, և ցանկացած տեղում ռեակցիան այդպիսին պետք է լիներ: Այս ամենը, այդ թվում՝ ռուս-ուկրաիանական պատերազմը, նոր աշխարհակարգ գծելու վերջնական փուլերից մեկն է: Ռուսաստանը սա դիտարկեց նաև որպես ոտնձգություն իր հետաքրքրությունների գոտու վերաբերյալ՝ առավել ևս բացահայտ կերպով»:
Հարցին, թե ինչպիսին պետք է լինի Հայաստանի իշխանությունների արձագանքը ստեղծված իրավիճակին, Հակոբյանը պատասխանեց.
«Կարծում եմ՝ Հայաստանի իշխանությունները պետք է տվյալ պարագայում հանդես գան հայտարարությամբ, որ Հայաստանը պետք չէ դիտարկել որպես միջնորդավորված հակամարտության հերթական գոտին՝ տարբեր աշխարհաքաղաքական կենտրոնների միջև: Հայաստանը պետք է դիտարկել որպես սուվերեն համագործակցության երկիր, որը ձգտում է կոնստրուկտիվ և բարեկամական հարաբերություններ ունեալ ինչպես ռազմավարական դաշնակից Ռուսաստանի, այնպես էլ ռազմավարական գործընկեր Արևմուտքի հետ: Կարծում եմ՝ Հայաստանին պետք է մտահոգի այն փաստը, որ հակամարտող աշխարհաքաղաքական կենտրոններն իր տարածքը ուզում են դիտարկել որպես ուղղակի հակամարտության հերթական կետը»:
