Նախագիծ` տեղահանված արցախցիներին բնակության վայրով ապահովելու համար. «Փաստ»

«Փաստ» օրաթերթը գրում է
Պետական գույքի կառավարման կոմիտեն առաջարկում է ուժը կորցրած ճանաչել կառավարության 2020 թ. հուլիսի 23-ի «ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարության պետական գույքի կառավարման կոմիտեին ամրացված՝ պետական սեփականություն հանդիսացող նախկին հանրակացարանային բնակելի տարածքներում, այդ թվում՝ նաև ուսուցչի տներում, բնակելի շենքերում հաշվառված և փաստացի բնակվող ՀՀ քաղաքացիներին նույն շենքերում առկա ազատ կամ ազատված բնակելի տարածքները որպես բնակարանային պայմանների բարելավում օգտագործման իրավունքով հատկացնելու կարգը հաստատելու մասին» N 1236-Ն որոշումը` պայմանավորված 2020 թ.-ի պատերազմի հետևանքով առաջացած միգրացիոն ներհոսքի ճգնաժամային կառավարման խնդրի լուծմամբ։
Ըստ այդ որոշման` բնակարանային պայմանների բարելավումը հանրակացարանային բնակելի տարածքներում հաշվառված և փաստացի բնակվող ՀՀ քաղաքացիներին ազատ տարածքների առկայության դեպքում լրացուցիչ առանձնացված սենյակի հատկացումն է: Սակայն նշվում է, որ ներկա պահին պետության առջև դրված է այլ խնդիր` պատերազմի հետևանքով տեղահանված ընտանիքներին աջակցության միջոցառումների շրջանակների ընդլայնում։
Դրան նպաստելու և աջակցելու համար այս նոր նախագծով առաջարկվում է ուժը կորցրած ճանաչել որոշումը, քանի որ կոմիտեն ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության հետ համատեղ քննարկումների արդյունքում, հաշվի առնելով այն հանգամանքը, որ առկա են բազմաթիվ ընտանիքներ, որոնք առհասարակ զրկված են բնակության վայրից, գտնում է, որ ավելի հրատապ և առաջնահերթ է բնակարանով ապահովել վերջիններիս, քան բարելավել այն քաղաքացիների պայմանները, որոնք արդեն իսկ պետության կողմից ստացել են աջակցություն և ունեն բնակության վայր։
Նախագծի ընդունման արդյունքում հնարավորություն կստեղծվի կոմիտեի ենթակայության տակ գտնվող պետական սեփականություն հանդիսացող նախկին հանրակացարանային տարածքներում, բացառությամբ՝ նախարարության միգրացիոն ծառայության «Հանրակացարաններ» ՊՈԱԿ-ին հանձնված սպասարկման ենթակա հանրակացարանների, այդ թվում՝ նաև ուսուցչի տներում, բնակելի շենքերում տեղավորել պատերազմի հետևանքով անտուն մնացած և Հայաստանում գտնվող արցախցիներին։
