Հանրապետության նախագահ Վահագն Խաչատուրյանը շնորհավորական ուղերձ է հղել Սահմանադրության օրվա առթիվ: Դրանում ասված է.
«Հայաստանի Հանրապետության սիրելի քաղաքացիներ,
Հուլիսի 5-ը՝ Սահմանադրության օրը, Հայաստանի Հանրապետության ամենակարևոր տոներից մեկն է
Սահմանադրությունը ոչ միայն մեր պետության մայր օրենքն ու խորհրդանիշն է, այլև մեր պետականության անկախության, մեր քաղաքացիների ազատությունների և հասարակական հարաբերությունների կայունության գլխավոր երաշխավորը:
Հայաստանի անկախության հռչակումից հետո հանրային ու մասնագիտական լայն շրջանակների ջանքերով, միջազգային լավագույն փորձի կիրառմամբ ու նաև մեր նորաստեղծ հանրապետության առարկայական փորձառնության արդյունքում ստեղծվեց մեր Սահմանադրությունը՝ որպես գրավական մեր երկրի կայացման ու ամրացման:
1995 թվականից ի վեր, մեր Սահմանադրությունը տարբեր փորձություններ է հաղթահարել՝ ընդհուպ մայր օրենքի արմատական փոփոխությունները, սակայն բոլոր դեպքերում Սահմանադրությունը եղել և մնում է պետական կառուցակարգի հավասարակշռության առանցքը:
Ուստի Սահմանադրությունն ունի ոչ միայն վերացական գաղափարաբանական դերակատարություն, այլև զուտ առարկայան և գործառնական, քանի որ հենց երկրի մայր օրենքն է ապահովում քաղաքացիների և պետական կառույցների, պետական տարբեր մարմինների, իշխանության երեք թևերի միջև ներդաշնակ հարաբերությունները: Այս առումով Սահմանադրությունը երկրի հանրային, քաղաքական ու պետական կյանքի կազմակերպման կարևորագույն հենասյուներից մեկն է:
