Վարչապետ Նիկոլ Փաշինյանը շնորհավորական ուղերձ է հղել ՀՀ Սահմանադրության օրվա առիթով, որում, մասնավորապես, ասված է․ 

«Սիրելի հայրենակիցներ, սիրելի ժողովուրդ,

Այսօր Հայաստանի Հանրապետությունում նշվում է Սահմանադրության օրը, ինչի կապակցությամբ շնորհավորում եմ բոլորիս: Մեր Սահմանադրության ոչ փոփոխելի հոդվածները ձևակերպել են Հայաստանի Հանրապետության ազգային-պետական տեսլականը:

Ըստ այդմ՝ Հայաստանի Հանրապետությունն ինքնիշխան, ժողովրդավարական, սոցիալական, իրավական պետություն է:

Հայաստանի Հանրապետությունում իշխանությունը պատկանում է ժողովրդին: Ժողովուրդն իր իշխանությունն իրականացնում է ազատ ընտրությունների, հանրաքվեների, ինչպես նաև Սահմանադրությամբ նախատեuված պետական և տեղական ինքնակառավարման մարմինների ու պաշտոնատար անձանց միջոցով:

Հպարտությամբ պիտի արձանագրեմ, որ 2018 թվականի Ոչ բռնի, թավշյա, ժողովրդական հեղափոխությունից հետո Հայաստանը միջազգայնորեն ճանաչված է որպես ժողովրդավարական պետություն: Իշխանությունը ժողովրդին պատկանելու նպատակն իրագործված է, և մեր մեծագույն խնդիրն է Հայաստանի Հանրապետության ժողովրդավարությունը վերածել երկրի անվտանգությունն ապահովող տևական գործոնի:

Պիտի արձանագրեմ նաև, որ սահմանադրական մյուս հիմնարար նպատակներն ամրագրելու ճանապարհին մեծ աշխատանք ունենք անելու, և մեր կառավարության կողմից իրականացվող բարեփոխումներն ուղղված են հենց այդ նպատակներին:

Սահմանադրության օրվա առիթով պիտի առանձնահատուկ ընդգծեմ ՀՀ Սահմանադրության հոդված 3-ի դրույթները, համաձայն որի՝ մարդու անօտարելի արժանապատվությունն իր իրավունքների և ազատությունների անքակտելի հիմքն է: Պիտի ցավով արձանագրեմ, որ ժողովրդավարությունը, խոսքի, կարծիք արտահայտելու ազատությունը երբեմն հանգեցնում է ատելության խոսքի, հայհոյախոսության, մարդու արժանապատվությունը նվաստացնող խոսույթի:

Ամուր իրավակարգը, անկախ դատական համակարգը, օրինականության մեխանիզմները պիտի դառնան նաև մարդու արժանապատվության պաշտպանության հուսալի երաշխիքներ՝ առանց սահմանափակելու և վնասելու ժողովրդավարական արժեքները, և այս հարցի լուծումը մեր օրակարգի առաջնահերթությունների շարքում է:

Սիրելի հայրենակիցներ,

Տեղյակ եք անշուշտ, որ ձևավորվել է Սահմանադրական բարեփոխումների խորհուրդը և մասնագիտական հանձնաժողովը ու մինչև տարեվերջ պետք է ներկայացվի սահմանադրական բարեփոխումների հայեցակարգի նախագիծ:

Ակնհայտ համարելով, որ Սահմանադրությունը մշտապես զարգանալու, բարելավելու կարիք ունի, միևնույն ժամանակ պիտի ընդգծեմ համոզմունքս, որ Հայաստանը պիտի շարունակի պահպանել կառավարման խորհրդարանական համակարգը, որովհետև 2021 թվականի իրադարձություններն ապացուցեցին, որ այս համակարգը ճգնաժամեր կառավարելու, քաղաքական բանավեճին ժողովրդի ներգրավման ու վճռական մասնակցության ավելի գործուն մեխանիզմներ է ապահովում:

Կրկին շնորհավորում եմ բոլորիս Հայաստանի Հանրապետության Սահմանադրության օրվա առիթով: Ցանկանում եմ, որ իրավունքը, օրենքը դառնա մեր հանրային, քաղաքացիական հարաբերությունների կարգավորման եթե ոչ միակ, առնվազն առանցքային և վճռական գործոն»:
