2022թ. առաջին եռամսյակում նվազագույն սպառողական զամբյուղի արժեքը կազմել է 76 300 դրամ: Այս պահին այս թիվը, կարծում եմ, ավելի բարձր է, քանի որ առաջին եռամսյակին հաջորդող երեք ամիսներին թանկացումները շարունակվել են՝ հատկապես առաջնային պարենային ապրանքներինը:
2022թ.-ին հունվար-մայիսին միայն սննդամթերքի գնաճը կազմել է 13,1%: Դրանց թվում՝ առանձին մթերքներ թանկացել են ընդհուպ մինչև 50%-ով:
Իհարկե մի ամբողջ վերլուծության հարց է, թե թանկացումներն ինչի արդյունքում են, ի՞նչ է արվում այս իշխանության կողմից, որ այդ երևույթներն անհարկի ավելի սուր դրսևորումներ չունենան տեղական սպառման շուկայում: Կարծում եմ, առավել քան ակնհայտ է, որ ոչինչ:
Բայց թանկացումների այս խիստ վտանգավոր իրավիճակում, առնվազն մարդկանց եկամուտներն ավելացնելու ուղղությամբ գործողություններին այլընտրանք չպետք է լիներ... դեռ վաղուց: Չպետք է լիներ, բայց կրկին ուզում եմ հիշեցնել, որ իշխանությունն անգամ քննարկման համար չդիտարկեց խորհրդարանական ընդդիմության կողմից ներկայացված երկու նախագծերը՝ նվազագույն աշխատավարձի և նվազագույն կենսաթոշակի բարձրացում նախատեսող:
Փոխարենն այս ողջ ընթացքում ավելացող սպառողական նվազագույն զամբյուղի արժեքի (76300 + դրամ) պարագայում ունենք անփոփոխ նվազագույն աշխատավարձ (68 000 դրամ), անփոփոխ նվազագույն կենսաթոշակ (28 600 դրամ), անփոփոխ միջին կենսաթոշակ (40 000-50 000 դրամ): Եվ միայն այսօր է Կառավարությունը նվազագույն աշխատավարձն ու կենսաթոշակը 2023թ.-ի հունվարի մեկից բարձրացնելու որոշման մասին հայտնում:
Որևէ կերպ չեմ ուզում թերագնահատել միջին վիճակագրական ընտանիքի համար եկամտի անգամ փոքր աճի նշանակությունը, բայց նվազագույն աշխատավարձի նախատեսվող չափը՝ 75000 դրամն, արդեն իսկ պակաս է այս պահին արձանագրված նվազագույն սպառողական զամբյուղի արժեքից, որը կարծես աճի միտում ունի: Նույն կերպ, հույս չի ներշնչում նաև կենսաթոշակների նախատեսվող բարձրացումը:
Մտագոհությունն առ այն, որ քաղաքացու համար շարունակվելու է եկամուտ-ծախս խզումն ամենօրյա մտածմունքի հարց մնալ, ցավոք պահպանվում է:
Բնակչության կենսամակարդակի, կենսական պահանջների, մարդու առողջության պահպանմանն առնչվող հարցերն այն տիրույթում են, որտեղ իրականացվող գործողությունները երբեք չպետք է ինքնանպատակ լինեն: Այս հարցը պահանջում է իրական լուծումներ, և ոչ թե հերթական իմիտացիա հիշեցնող քայլեր…
