«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանի հոդվածը և դրանում արծարծված դրույթները հնարավորություն են տալիս դուրս գալ «Էլիտա-ժեխ» անպտուղ հակադրության արգելափակոցից և առաջարկում են խնդիրը լուծել պետաիրավական մեխանիզմներով։ Այս արձանագրման հեղինակը ոչ այլ ոք է, քան Հայաստանում հայտնի փիլիսոփա, Գերմանիայում Հայաստանի նախկին դեսպան Աշոտ Ոսկանյանը։

Արցախյան շարժման ակունքներում կանգնած Ոսկանյանը հայտնի հրապարակախոս է Հայաստանում և Գերմանիայում, իսկ նրա մտքերը միշտ հաճելի և հետաքրքիր ձևով տարբերվել են այլոց ստանդարտ մտքերից։

Ոսկանյանը մասնավորապես առանձնացրել է երկու դրույթ՝ առաջինը վերաբերում է դիկտատորական լիազորություններին, որոնք գործող Սահմանադրությունը տալիս է մեկ անձի (անկախ նրա կառավարչական որակներից): Այդ անձը, ընտրված լինելով բնակչության համեմատաբար աղքատ և պակաս կրթված մեծամասնության կողմից և չունենալով իրական քաղաքական հակակշիռներ, մշտապես շահագրգռված է լինելու վերարտադրելու սեփական տեսակը հնարավոր բոլոր միջոցներով, արդյունքում հասարակության պակաս կրթված մասը գերիշխելու է կրթված և առաջադեմ մասին՝ արգելափակելով երկրի զարգացումը և պարբերաբար երկիր վերադարձնելով նույն ճգնաժամին, որը մենք ունենք հիմա։

Երկրորդը, որ առանձնացրել է Աշոտ Ոսկանյանը Ավետիք Չալաբյանի հոդվածում, «Հայաստանի նոր ազգային պակտ»-ն Անկախության հռչակագրի վերանայման և վերախմբագրման հիման վրա կառուցելու առաջարկն է։

«Որքան հասկանում եմ «նոր ազգային պակտի» ստեղծման դրույթը մոտ է «հասարակական նոր պայմանագրի» ձևավորման գաղափարին, այդ «պայմանագիրը» կամ «պակտը» Հռչակագրի հետ կապելն ունի երկու առավելություն՝ այն մի կողմից նախատեսում է հանրային համաձայնության փաստաթղթային իրավական ամրագրում, մյուսից՝ տալիս է նրան հանձնառության մի ձև, որն ինքնին կայուն, ազգային ինքնության անքակտելի բաղադրիչն է»։

Ըստ Աշոտ Ոսկանյանի՝ Ավետիք Չալաբյանի այս երկու առաջարկներն էլ գրավիչ են նրանով, որ տեխնիկապես իրագործելի են, օդից կտրված չեն և կարող են տեղայնացվել ու հրաշալի իրագործվել Հայաստանում։
