Քանի գլխավոր շտաբից խոսեցին առաջնագծում աստիճանաբար պարտադիր ժամկետային զինծառայողներին պայմանագրայիններով փոխարինելու հարցից, ապա մի քանի դիտարկում։
 
Առաջին, զինված ուժերում պայմանագրային անձնակազմի աստիճանաբար մեծացումը վերջին 2 տասնամյակում դրված օրակարգային հարց է եղել և ամեն տարի պայմանագրայինների թիվն աճել է։
 
Երկրորդ, տպավորություն կարող է ստեղծվել, որ այս քայլին գնում են, որովհետև պարտադիր ժամկետային զինծառայողները մարտական հերթապահություն արդյունավետ չեն իրականացնում։
 
Ես իմ աշխատանքային փորձից ասեմ, որ Պաշտպանության բանակում իմ իրականացրած ուսումնասիրությունները ցույց են տվել, որ պարտադիր ժամկետային զինծառայողները ոչ միայն արդյունավետ են մարտական հերթապահություն կրելիս, այլ մարտական այլ առաջադրանքներ կատարելիս։
Ինչպես դիվերսիաններ հետ մղելիս, այնպես էլ 2016 և 2020 թվականների մարտական գործողությունների օրերին, մեծ թվով ժամկետայիններ, պատերազմական տարբեր դրվագներում աչքի ընկան սխրանքներով։
 
Այսինքն՝ այստեղ հարցը պետք է լինի ոչ թե ժամկետայիններին պայմանագրայիններով մեխանիկորեն փոխելու և արդյունավետություն բարձրացնելու մոտեցումը, այլ այնպիսի մոդելների կիրառումը, որի դեպքում ժամկետայինը՝ իր տեղում, պայմանագրայինը՝ իր դիրքում, կլինեն առավելագույնը արդյունավետ։
 
Այստեղ խնդիրը ոչ թե այն է, որ ես դեմ եմ պայմանագրայինների թվի՝ առաջնագծում էական մեծացմանը, այլ կարծում եմ, որ մարտական հերթապահության կրման, զորքերի մարտունակության բարձրացման համար անհրաժեշտ են համալիր միջոցառումներ, հակառակ դեպքում համակարգը կամ չի գործի կամ կգործի նվազ արդյունավետությամբ։
Երրորդ, երբ նշվում է, որ պարտադիր ժամկետային անձնակազմն աստիճանաբար առաջնագծից դուրս է բերվելու՝ ակնարկ կա նրանց անվտանգության ապահովման վերաբերյալ։
Այս տեսանկյունից՝
ա) Մարտական դիրքում պետք է առավելագույն անվտանգություն ապահովել ոչ միայն ժամկետայինների, այլ պայմանագրայինների, այդ թվում՝ սպայակազմի համար։
բ) Մեր օրերում զուտ անհատական անվտանգության տեսանկյունից շատ հարաբերական է գնահատել առաջին խրամատը կամ նրանից 5, 10, 15 կմ հետ տարբեր զորատեսակների մշտական տեղակայման վայրերը, դիրքերը, հրամանատարական կետերը, կրակակետերը և այլն։
 
Տարբեր իրադրություններում պայմանական թիկունքում իրավիճակը կարող է շատ ավելի խոցելի լինի, քան առաջին խրամատում։
2016, 2020 թվականների պատերազմը ևս սա ապացուցել է։ Հատկապես 44-օրյա պատերազմի օրերին, օրինակ՝ շատ ժամանակ թիկունքում, խորը թիկունքում Ադրբեջանը շատ ավելի վտանգավոր խոցումներ է իրականացրել, քան տարբեր զորամասերի պաշտպանության հատվածում։
 
Եվ այս տեսանկյունից, ասել, որ ժամկետայիններին հրաձգային ստորաբաժանումների կազմում մարտական հերթապահության չընդգրկելը անվտանգային խնդիր է լուծում, մեղմ ասած, շատ հեռու է իրականությունից։
 
Զինված ուժերում ցանկացած փոփոխություն պետք է դիտարկել համակարգային փոփոխությունների համատեքստում, որովհետև ցանկացած չհաշվարկված ծրագիր, փոփոխություն կարող է իր օղակում աշխատել, սակայն վնասել այլ օղակների բնականոն ծառայությունը։
