ANALYSIS«Փաստ» օրաթերթը գրում է
ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարությունը մոտ մեկ շաբաթ առաջ տեղեկացրեց, որ օգոստոսի 1-ից տրանսպորտային միջոցների վրա տեղադրված գազաբալոնները չեն լիցքավորվի, եթե դրանք տեղադրված կամ վկայագրված չեն լիցենզավորված կազմակերպության կողմից:
Այս մասին խոսվում է արդեն տևական ժամանակ, սակայն ամիսներ շարունակ մենք բողոքներ էինք ստանում վարորդներից, որ հնարավոր չէ վկայագրել գազաբալոնները, որովհետև համապատասխան կազմակերպությունները դեռ լիցենզավորման... լիցենզիա չէին ստացել: Եվ ահա, ստացվում է, որ ընդամենը 40 օրում Հայաստանի բոլոր մեքենաները, որոնք գազով են աշխատում, պետք է անցնեն հետազոտություն ու վկայագրվեն: Ըստ ՏԿԵՆ-ի՝ ընդամենը 15 լիցենզավորված կազմակերպությունում: Արդյունքում, մեր ուսումնասիրությունները ցույց տվեցին, որ այդ կազմակերպություններում բավական մեծ հերթեր են, ինչի արդյունքում նաև վկայագրման գինն է բարձրանում՝ մոտավորապես 12-16 հազար դրամի սահմաններում, չհաշված այն ծախսերը, երբ անհրաժեշտ է որևէ մաս փոխել:
Ի դեպ, կան տեղեկություններ, որ այս գործում բավական «ակտիվ» են քպական որոշ օլիգարխներ, որոնք այս «թոհուբոհի» մեջ պատրաստվում են բավական մեծ գումարներ «քերել» գազով աշխատող մեքենաներից վկայագրման գործընթացը կազմակերպելու միջոցով:
Ընդ որում, տարբեր հաշվարկներով, Հայաստանում գազով աշխատող մեքենաների քանակը 400 հազարից ավելի է, ուստի պարզ մաթեմատիկական հաշվարկով դժվար չէ պատկերացնել, թե ինչ գումարների մասին է խոսքը: Իսկ թե հատկապես ով կամ ովքեր են «ձեռքները տաքացնում» այստեղ, հուսանք՝ պարզ կլինի, թեպետ, ինչպես փորձն է ցույց տալիս, հաճախ իրական «տերերի» անունները հրապարակային չեն երևում: Հավելենք, որ, մեր աղբյուրների փոխանցմամբ, չի բացառվում, որ օգոստոսի 1-ի ժամկետը երկարաձգվի:
