Իշխող ուժի ղեկավարն օրեր առաջ կրկին հայտարարեց, թե հետպատերազմական շրջանում Արցախի բյուջեն պատմական ամենաբարձրն է եղել:
Սրա մասին խոսում է մեկը, ում խայտառակ քաղաքականության հետևանքով Արցախի Հանրապետության 75 տոկոսը օկուպացվել կամ հանձնվել է Ադրբեջանին:
Սրա մասին խոսում է մեկը, ում նախաձեռնությամբ Հայաստանից Արցախ զորակոչ այլևս չի իրականացվում:
Սրա մասին խոսում է մի մարդ, ով հասցրել է Արցախում, Հայաստանում և Սփյուռքում ապրող հայերին մոլորեցնել, թե եկել է խաղաղության օրակարգով, մտնում ենք խաղաղության դարաշրջան, իսկ հիմա ասում է, թե, գիտե՞ք, խաղաղությունը միայն մեզանից չէ կախված, իսկ մեզ ոչնչացնելու մեծ սպառնալիք կա:
Ի դեպ, ոչ միայն քաղաքական, այլ բարոյական տեսանկյունից տեղին չէ խոսել Արցախին հատկացված սոցիալական օժանդակության մասին հենց միայն այն պատճառով, որ հազարավոր մարդիկ են զոհվել, 35-40հզ մարդ զրկվել է իր տնից, իր հողից ու ջրից, Արցախի տնտեսությունը, ենթակառուցվածքները մեծ հարվածներ են ստացել, իսկ այս դեպքում Հայաստանի ցանկացած իշխանության առաքելությունը պետք է դառնար պաշտպանելու ու օժանդակելու իր հայրենակիցներին:
Այս հատկացումների և դրանց արդյունավետության մասին մեկ այլ առիթով կխոսեմ:
Լսել ե՞ք երբևէ, որ ՀՀ որևէ նախկին ղեկավար գրեթե ամենամսյա ռեժիմով խոսեր Արցախին հատկացվող բյուջետային հատկացումների, լրացուցիչ ծրագրերի մասին: Իհարկե ոչ: Որովհետև դա բնական էր, դա բոլորի համար օրինաչափ երևույթ էր:
Հայրենիք կորցրած արցախցուն անընդհատ հիշեցնելը, թե տուն չունես, հարազատ ես կորցրել, բայց գիտե՞ս մենք քեզ սոցիալական օգնություն ենք տրամադրում, սա հեռու է բոլոր կարգի բարոյական, մարդկային և տրամաբանական նորմերից:
Լավ է չեն ասում, որ պատերազմի ժամանակ կորցրած մեծածավալ սպառազինությունը, զորամասերը օպտիմալացման հետևանք են և բխում է բանակում իրականացվող բարեփոխումների ծրագրից:
Շարունակում եմ պնդել, որ Հայաստանում քաղաքական ճգնաժամից առաջ նախևառաջ առկա է բարոյական ճգնաժամ և առանց որի հաղթահարման քաղաքական ճգնաժամ հաղթահարելը շատ բարդ է լինելու:
