Քաղաքական ավիացիայի կոմիտեն ներկայացրել է նորանշանակ նախագահի կենսագրությունը.

«Միհրան Խաչատրյանը ծնվել է 1954 թ. օգոստոսի 23-ին քաղ. Երևանում: Բարձրագույն կրթությունն ստացել է՝ ավարտելով Լենինգրադի Քաղաքացիական ավիացիայի ակադեմիան 1984թ.-ին: Ունի «Օդային տրանսպորտի շահագործում» մասնագիտությամբ օդաչու-ինժեների որակավորում:

Մ.Խաչատրյանի աշխատանքային գործունեությունն սկսվել է 1973թ. նոյեմբերի 3-ից՝ քաղ. Խմելնիցկիի միավորված ավիացիոն ջոկատում՝ որպես Ան-2 օդանավի երկրորդ օդաչու: 1976թ. հունիսի 8-ից մինչև 1977թ. սեպտեմբերի 12-ը Խմելնիցկիի միավորված ավիացիոն ջոկատում աշխատել է որպես Ան-2 օդանավի հրամանատար:
1977թ. սեպտեմբերի 15-ից տեղափոխվել է Քաղաքացիական ավիացիայի հայկական վարչության Երևանի միավորված ավիաջոկատ՝ որպես Յակ-40 օդանավի երկրորդ օդաչու մինչև 19.11.1979թ.:

28.08.1979թ.-ից մինչև 22.01.1980թ. աշխատել է Լենինականի օդանավակայանի հերթապահ շտուրման: Այնուհետ 22.01.1980-09.07.1981թթ. աշխատել է Քաղաքացիական ավիացիայի հայկական վարչության 113-րդ թռիչքային ջոկատում որպես Յակ-40 օդանավի երկրորդ օդաչու, 09.07.1981-21.06.1983թթ. նույն թռիչքային ջոկատում որպես Յակ-40 օդանավի հրամանատար: 21.06.1983-ից մինչև 17.09.1984թթ. նույն ջոկատում նշանակվել է 2-րդ ավիացիոն էսկադրիլիայի հրահանգիչ օդաչու, իսկ 17.09.1984-15.12.1987թթ. եղել է 113-րդ թռիչքային ջոկատի հրամանատարը: 15.12.1987-11.04.1988թթ. եղել է նույն թռիչքային ջոկատի Յակ-40 օդանավի հրամանատարը:
11.04.1988թ-ից տեղափոխվել է Քաղաքացիական ավիացիայի հայկական վարչության 279-րդ թռիչքային ջոկատ՝ որպես Տու-154 օդանավի 2-րդ օդաչու, իսկ 12.06.1991թ.-ից մինչև 10.07.1988թ.-ը՝ որպես 1-ին թռիչքային ջոկատի Տու-154 օդանավի հրամանատար:

10.07.1998-21.07.2003թթ. աշխատել է «Հայկական ավիաուղիներ» ավիաընկերությունում, սկզբում որպես Ա-310 օդանավի հրամանատար, այնուհետ՝ Տու-154 օդանավի հրամանատար:

24.07.2003-03.11.2003թթ. աշխատել է «Արմավիա» ավիաընկերությունում որպես Ա-320 օդաչու, այնուհետ թռիչքային ծառայության թռիչքային տնօրեն, Ա-320 օդանավի ավիացիոն էսկադրիլիայի օդաչու-հրահանգիչ, գլխավոր տնօրենի տեղակալ, թռիչքային համալիրի տնօրեն, թռիչքային ծառայության պետ-ղեկավար օդաչու, Ա-319/320 տիպի օդանավերի ավագ հրահանգիչ-հրամանատար մինչև 08.01.2013թ.:

2011թ. հունվարից մինչև 2013թ. հոկտեմբեր ամիսը աշխատել է Լիտվայի Վիլնյուս քաղաքի «Սաբենավիտա» ընկերությունում որպես Էյրբաս տիպի օդանավի վարժասարքի հրահանգիչ: 2012թ. հունվարից մինչև 2013թ. հոկտեմբեր ամիսը աշխատել է Լիտվայի Վիլնյուս քաղաքում գտնվող Բալթյան ավիացիոն ակադեմիայում որպես Էյրբաս տիպի վարժասարքի հրահանգիչ: 2013 թվականի հոկտեմբերից մինչև 2019 թվականի նոյեմբեր ամիսը աշխատել է «Քաթար Էյրվեյս» ավիաընկերությունում որպես վարժասարքի քննող հրահանգիչ:

2021թ. օգոստոսի 13-ից մինչև 2022թ. հունիսի 17-ը՝ աշխատել է որպես Քաղաքացիական ավիացիայի կոմիտեի նախագահի տեղակալ:

2022թ. հունիսի 17-ին ՀՀ վարչապետի թիվ 698 որոշմամբ նշանակվել է Քաղաքացիական ավիացիայի կոմիտեի նախագահ:
