ԱԺ պատգամավոր, ԱԺ Մարդու իրավունքների պաշտպանության եւ հանրային հարցերի մշտական հանձնաժողովի նախագահ Թագուհի Թովմասյանը ֆեյսբուքյան իր էջում գրել է.

Բռնի միջադեպերը, ներառյալ հունիսի 3-ին հատուկ միջոցների կիրառումը հետաքննության կարիք ունեն. Հայաստանում Եվրոպական միության դեսպանը և Եվրոպական միության անդամ պետությունների դեսպանները արձագանքում են իմ հրատապ նամակին։
 
Հունիսի 3-ին ՀՀ ոստիկանության ծառայողների կողմից հատուկ միջոցների կիրառման կապակցությամբ դիմել էի ՀՀ-ում Եվրոպական միության պատվիրակության ղեկավար, դեսպան Անդրեա Վիկտորինին։ Դեսպանին ներկայացրել էի մասնագետների ահազանգերն առ այն, որ օգտագործված հատուկ միջոցների պիտանելիության ժամկետը սպառվել է, և մասնագետների վկայությունների համաձայն՝ ժամկետանց զինամթերքը պատճառ է դարձել, որ ցուցարարներն ու ոստիկաններն ավելի ուժեղ վնասվածքներ ստանան։ Դեսպանին նաև հայտնել էի բողոքի ակցիա իրականացնող ընդդիմադիրների պնդումները, որ ոստիկանությունը նախապես չի տեղեկացրել ցուցարարներին հատուկ միջոցների կիրառման մասին։
 
Խնդրել էի հրապարակային մեկնաբանություն, քանզի դա կարող է ազդել ոստիկանական անթույլատրելի օպերացիաների կանխարգելմանը։
ԵՄ պատվիրակության ղեկավար, դեսպան Ա․ Վիկտորինի և ԵՄ անդամ պետությունների դեսպանների անունից (Ֆրանսիա, Գերմանիա, Իտալիա, Հունաստան, Շվեդիա, Հոլանդիա, Չեխիա, Լիտվա, Իտալիա, Սլովակիա, Ռումինիա, Բուլղարիա) ստացել եմ պատասխան, համաձայն որի կարևոր է, որ մարդիկ ազատորեն արտահայտեն իրենց կարծիքը կամ անհամաձայնությունը, և իրավապահ մարմիններն ու ոստիկանությունը պետք է զերծ մնան ծայրահեղ ուժի գործադրումից։ Անընդունելի է ինչպես ոստիկանության կողմից անհամաչափ ուժի գործադրումը, այնպես էլ ոստիկանության ծառայողների նկատմամբ ցուցարարների կողմից ուժի գործադրումը։ Բռնի միջադեպերը, ներառյալ հատուկ միջոցների կիրառումը հունիսի 3-ին հետաքննության կարիք ունեն։ Որոշ դեպքերում դա արդեն արվում է։
 
Դեսպանը բարձրացրել է իր մտահոգությունները ՀՀ արդարադատության նախարարին, մշտական կապի մեջ է ՄԻՊ-ի հետ, ով ոստիկանությունից բացատրություններ է պահանջել կիրառված հատուկ միջոցների տեսակների, կիրառման համար թույլատրելի չափանիշներին համապատասխանության, ինչպես նաև տվյալ իրավիճակում դրանց կիրառման անհրաժեշտության, համամասնության և համապատասխանության մասին։
Դեսպան Վիկտորինը շեշտում է նաև ատելության խոսքից և սադրանքներից զերծ մնալու չափազանց մեծ կարևորությունը, և որ հարկ է՝ բոլոր կողմերը բացառեն բռնության ցանկացած ձև յուրաքանչյուր կողմից։
 
ԵՄ դեսպանը հավաստիացնում է, որ ԵՄ պատվիրակությունը կշարունակի ուշադրությամբ դիտարկել զարգացումները։
