ԶՈւ-ի գնումները իրականացնելու է ՊՆ-ն, ԳՇ պետը կլինի պաշտպանության նախարարի առաջին տեղակալ․ կառավարությունը հաստատեց նախագիծը

Կառավարությունը հավանություն տվեց «Պաշտպանության մասին» ՀՀ օրենքում և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու նախագծին։ Ինչպես տեղեկացնում է «Արմենպրես»-ը, Կառավարության հերթական նիստում նախագիծը ներկայացրեց Պաշտպանության նախարար Սուրեն Պապիկյանը։
Նա նշեց, որ նախագծի համաձայն՝ «Պաշտպանության մասին» ՀՀ օրենքում նորովի են շարադրվում պաշտպանության ոլորտում Կառավարության լիազորությունները։
«Դրանցում առանձին սահմանվում են զորահավաքային նախապատրաստության և զորահավաքի ոլորտում իրավասություններ, անվտանգության խորհրդի կողմից ընդունվող մի շարք պլաններ և ծրագրեր ներառվում են Հայաստանի Հանրապետության պաշտպանության պլանում, խմբագրվում և հստակեցվում են պաշտպանության նախարարության և զինված ուժերի գլխավոր շտաբի ու պաշտպանության նախարարի ու գլխավոր շտաբի պետի լիազորությունների շրջանակը։
Զինված ուժերի ապահովումների գործընթացում պաշտպանության նախարարությանն են վերապահվում բոլոր տեսակի նյութատեխնիկական միջոցների, պահեստային տնտեսությունների կառավարման և կենտրոնացված բեռնափոխադրումների կազմակերպման գործառույթները, զինված ուժերի կարիքների համար գնումների գործընթացների իրականացման ամբողջ համալիրը։
Զինված ուժերի շտաբի պետի պաշտոնը նախատեսվում է որպես պաշտպանության նախարարի առաջին տեղակալ, որը սակայն չի հանդիսանալու պաշտպանության նախարարին փոխարինող պաշտոնատար անձ, ինչպես նաև այդ կապակցությամբ համապատասխան առանձնահատուկ կարգավորումներ ենք կատարում նաև պետական կառավարման համակարգը կանոնակարգող մի շարք այլ օրենքներում»,- ասաց Պապիկյանը։
Պաշտպանության նախարարը նաև նշեց, որ 2020 թվականին հայտարարված զորահավաքային զորակոչի վերլուծությունների արդյունքներով՝ ավելանում են ընտանեկան որոշակի պայմաններ ունենալու դեպքում զորահավաքային զորակոչի ոչ ենթակա անձանց շրջանակը, լրամշակվում են զորահավաքային ամրագրման գործընթացին վերաբերվող կարգավորումները։
«Օրենքների նախագծերի փաթեթը շահագրգիռ պետական այլ մարմինների հետ քննարկվել է, նաև հավանության է արժանացել նախարարական պետաիրավական կոմիտեում»,- եզրափակեց Պապիկյանը։
