VIDEOԱզգային ժողովի մշտական հանձնաժողովների համատեղ նիստի ընթացքում այսօր՝ մայիսի 31-ին, մեկնարկել են «Հայաստանի Հանրապետության 2021 թվականի պետական բյուջեի կատարման մասին» տարեկան հաշվետվության նախնական քննարկումները։
Խորհրդարան է այցելել վարչապետ Նիկոլ Փաշինյանը:
«Պետք է ասեմ, որ ոչ մի նորություն չեմ ասելու, որովհետև բյուջեի կատարողականը տարբեր ֆորմատներով հրապարակային քննարկման առիթ դարձել է կառավարության, ԱԺ նիստերում, կառավարության ծրագրի կատարման հաշվետվության քննարկման ժամանակ»,-ասաց Փաշինյանը:
Նրա խոսքով՝ ՀՆԱ-ի 3.1 % կանխատեսած ցուցանիշի փոխարեն 2021թ-ին 5.3 % է ապահովվել, եկամտային մասը գերակատարվել է 147 մլրդ դրամով, որը ապահովվել է նաև պղնձի արտահամնան տուրքի միջոցով, ինչը լրացուցիչ 24 մլրդ դրամի եկամուտ է բերել բյուջե: Ըստ նրա՝ հարկեր-ՀՆԱ հարաբերակցության առումով եղել է պատմական աննախադեպ ցուցանիշ՝ ՀՆԱ-ի 22.7%-ը հարկային եկամուտներ են:
«Ես ուզում եմ ասել, թե մենք ինչքան ժրաջան ենք բյուջե գումարներ հավաքագրելու գործում, բայց նույնքան ժրաջան ենք գումարները քաղաքացիներին վերադարձնելու գործում»,-ասաց նա՝ հիշեցնելով 146 մլրդ դրամի ավելացված արժեքի հարկի վերադարձը տնտեսվարողներին, և հայտնելով, որ 2017 թվականին 60 մլրդ դրամ էր վերադարձվել:
Նա խոսեց նաև առաջիկայում սպասվող օրենսդրական փոփոխությունների մասին: Դրանցից մեկը «Անկանխիկ գործառնությունների մասին» օրենքն է:
Ըստ դրա՝ Հայաստանի Հանրապետության տարածքում ֆիզիկական անձանց միջև 300 000 դրամը գերազանցող վճարումը և վճարման ստացումը բոլոր գործարքների համար կիրականացվի անկանխիկ ձևով:
2022 թվականի հուլիսի 1-ից գրավատների կողմից 80 հազարի դրամից ավելի վարկերը տրամադրվեն բացառապես անկանխիկ ձևով, տարեցտարի այդ շեմը կնվազի՝ 2024-ի հունվարի 1-ին հասելով 30 հազար դրամի:
Բանկերի, վարկային կազմակերպությունների, ինչպես նաև լիցենզիայի հիման վրա վարկեր և փոխառություններ տրամադրելու իրավունք ունեցող անձանց կողմից տրամադրվող վարկերը և փոխառությունները ևս տրամադրվում են բացառապես անկանխիկ ձևով:
«Շատ լուրջ սահմանափակումներ ենք մենք իրականացնում: Մենք հիմա օրենսդրական կարգավորումներ ենք ընդունում: Օրինակ՝ բնակարանի առք ու վաճառք կանխիկով հնարավոր չի լինելու իրականացնել»,-այսօր ԱԺ-ում հայտարարել է վարչապետը:
