«Փաստ» օրաթերթը գրում է
kremll.info-ն «Ռուսաստանը շարունակում է «ամուսնալուծությունը» ԱՊՀ-ից» վերնագրով հոդվածում գրում է, որ Պետդուման լիագումար նիստում չեղարկել է կենսաթոշակային ապահովման ոլորտում ԱՊՀ երկրների քաղաքացիների իրավունքների երաշխիքների մասին համաձայնագիրը, որպեսզի արդյունքում լինի «ճանճերն՝ առանձին, կոտլետները՝ առանձին», և որպեսզի ամեն ինչ չկախվի Ռուսաստանի և նրա բյուջեի վրա «ծանր» բեռով։ Ինչո՞ւ և ինչի՞ համար: Բացատրենք: Ռուսաստանը ծրագրում է դուրս գալ ԱՊՀում կենսաթոշակների մասին համաձայնագրից հաջորդ տարվա հունվարի 1-ից։ Համաձայն բացատրական գրության, դրանով կտնտեսվի մինչև 2,2 մլրդ ռուբլի Ռուսաստանի կենսաթոշակային հիմնադրամի բյուջեից 2023-ից 2025 թվականներին (երկարաժամկետ հեռանկարում, հաշվի առնելով տարբեր գործոններ, դա կկազմի, մոտավորապես, տասնյակ միլիարդավոր ռուբլի):
Այդ համաձայնագիրը ստորագրվել էր 1992 թվականին 10 երկրների կողմից՝ Ռուսաստան, Հայաստան, Բելառուս, Ղազախստան, Ղրղզստան, Մոլդովա, Տաջիկստան, Թուրքմենստան, Ուզբեկստան և Ուկրաինա։ Ըստ այդմ, որոշվել է, որ հաշվի է առնվում ամբողջ աշխատանքային ստաժը ԽՍՀՄ-ի և ԱՊՀ-ի տարածքում։ Միաժամանակ կենսաթոշակը վճարում է բնակության երկիրը, նույնիսկ եթե անձը այլ երկրի քաղաքացիություն ունի։ Այսինքն, հիմա ԱՊՀ-ից միգրանտը Ռուսաստանում կարող է թոշակի հույս ունենալ, կարծես անընդհատ այստեղ է աշխատել։ Միաժամանակ այդ նպատակով երկիր են գալիս ավելի ու ավելի շատ միգրանտներ, որոնց ներդրումը տնտեսության մեջ նվազագույն է։ Սակայն պետք է նշել, որ փոփոխությունները չեն ազդի գործող թոշակառուների վրա:
Բացի այդ, Ռուսաստանն արդեն կնքել է նոր բազմակողմ համաձայնագիր ԵԱՏՄ շրջանակներում, ըստ որի, տարբեր երկրների տարածքում ունեցած աշխատանքային ստաժը կգումարվի, և յուրաքանչյուր երկիր կվճարի իր մասը։ Այսինքն, փաստացի, հիմա ավելի արդար համաձայնագիր կլինի կրճատված թվով երկրների հետ, որոնց հետ մեր երկիրը սերտորեն կապված է տնտեսությամբ և ֆինանսներով։ Եվ դա ճիշտ է։
