Դատելով 2022 թ. մայիսի 22-ին Բրյուսելում Եվրոպական միության խորհրդի նախագահ Շառլ Միշելի միջնորդությամբ Նիկոլ Փաշինյանի և օկուպանտ ադրբեջանի սուլթան Իլհամի հանդիպման արդյունքներով ՀՀ կառավարության և Եվրամիության խորհրդի պաշտոնական ինտերնետային կայքերում հրապարակված հայտարարություններից՝ հանդիպումը պետք է համարել ձախողված առնվազն հետևյալ պատճառներով.

  1. Հայտարարություններում որևէ խոսք չկա ադրբերաջանաարցախյան հակամարտության կարգավորման հնարավորությունների, մասնավորապես՝ ԵԱՀԿ Մինսկի խմբի եռանախագահների՝ տարիների աշխատանքի արդյունքում կոնֆլիկտող կողմերի միջև համաձայնեցված միջազգային իրավունքի հիմնարար սկզբունքների, այն է՝ ուժ կամ ուժի սպառնալիք չկիրառելու, ազգերի ինքնորոշման և տարածքային ամբողջականության, Արցախի կարգավիճակի, ադրբեջանաարցախյան կոնֆլիկտի կարգավորման մանդատ ունեցող միակ միջազգային ձևաչափի՝ ԵԱՀԿ Մինսկի խմբի մասին:
  2. Հայտարարություններում արտացոլված չեն 2021թ. մայիսի 12-ից ՀՀ ինքնիշխան տարածքում ապօրինաբար գտնվող ադրբեջանական անօրինական զինված կազմավորման ստորաբաժանումների ՀՀ տարածքից անհապաղ դուրս բերման մասին արձանագրումներ:
  3. Հայտարարություններում արտացոլված չեն 2022թ. մարտի 24-ին ադրբեջանական անօրինական զինված կազմավորման ստորաբաժանումների կողմից 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարության պահանջների կոպտագույն խախտմամբ Արցախի Հանրապետությունում Ռուսաստանի Դաշնության խաղաղապահ զորակազմի պատասխանատվության գոտի ներխուժման արդյունքում վերահսկողության տակ վերցված Արցախի Հանրապետության Ասկերանի շրջանի Փառուխ գյուղից, գյուղի շրջակայքից, Քարագլուխ նախկին բնակավայրից ու համանուն բարձունքից և հարակից դիրքերից ադրբեջանական անօրինական զինված կազմավորման ստորաբաժանումներն անհապաղ դուրս բերելու և ելման դիրքեր վերադարձնելու մասին արձանագրումներ:
  4. Հայտարարություններում չկա հստակ արձանագրում օկուպանտ Ադրբեջանում ապօրինաբար պահվող բոլոր հայ գերիների, պատանդների անհապաղ ազատ արձակման և Հայաստանի Հանրապետություն վերադարձնելու մասին:
