Չինաստանի բոլոր ընտանիքներին 40 տարում առաջին անգամ թույլատրել են երկու երեխա ունենալ

Ժողովրդական ներկայացուցիչների համաչինական ժողովի մշտական կոմիտեն (խորհրդարանի մշտապես գործող մարմին) դեկտեմբերի 27-ին ընդունել Է օրինագիծ, որը երկրի բոլոր ընտանիքներին թույլատրում Է ունենալ երկու երեխա: Այն ուժի մեջ կմտնի 2016 թվականի հունվարի 1-ից:

«Պետությունը պաշտպանում Է այն սկզբունքը, ըստ որի ամուսնական զույգը կարող Է ունենալ մինչեւ երկու երեխա»,-ասված Է այդ նորմատիվային-իրավական փաստաթղթի տեքստում: Օրենքը մշակվել Էր Չինաստանի կոմկուսի կենտկոմի՝ հոկտեմբերին կայացած հինգերորդ պլենումի որոշման հիման վրա, որով նախատեսվում Է շարունակել «մեկ ընտանիք՝ մեկ երեխա» քաղաքականությանը մեղմացումը:

Պաշտոնական տվյալների համաձայն՝ իր գոյության 40 տարվա ընթացքում այդ քաղաքականությունը Չինաստանում կանխել Է շուրջ 400 մլն մարդու ծնվելը: Ներկայում ՉԺՀ-ում ապրում Է մանկածնության տարիքի շուրջ 140 մլն կին, որոնք արդեն դաստիարակում են մեկական երեխայի: Առողջապահության եւ ծնելիության սահմանափակման գործերի պետական կոմիտեի տվյալներով՝ այդ մայրերից շուրջ 90 միլիոնը, ինչպես սպասում են իշխանությունները, կարող են որոշել ունենալ երկրորդ երեխան:

Ծնելիության սահմանափակման քաղաքականության թուլացումը թույլ կտա մինչեւ 2050 թվականը Չինաստանում աշխատունակ քաղաքացիների թվաքանակն ավելացնել 30 միլիոնով: Ըստ ժողովրդագիրների կանխատեսումների՝ ՉԺՀ-ի բնակչության թվաքանակն աստիճանաբար կաճի եւ 2029 թվականին կհասնի իր բարձրակետին՝ կազմելով 1,45 միլիարդ, հաղորդել Է ՏԱՍՍ-ը:
